Group Head of Programme Management Capability

An exciting opportunity has arisen for a Group Head of Programme Management Capability to join ET&S Team in Derby. The role reports to the Director of ET&S Operations Strategy and Capability.
The Group Head of Programme Management Capability will lead the enterprise Programme Management function ensuring delivery of strategic outcomes through a consistent operating model world leading capability and effective governance across all programmes and portfolios.
What you will be doing:
The Group Head of Programme Management Capability will drive performance capability and transformation of Programme Management to deliver business value predictability and transparency aligned to enterprise strategy:
Strategy & Operating Model
- Define and deploy the Group PM operating model across all divisions
- Ensure alignment of programmes and portfolios to enterprise strategy and investment priorities
- Drive standardisation and eliminate duplication across PM activities
Delivery & Performance
- Provide executive oversight of portfolio delivery performance (time cost quality benefits)
- Establish and govern Group PM performance metrics and reporting frameworks
- Ensure delivery aligns with business cases and strategic objectives
Capability & Workforce
- Own Programme Management capability strategy including:
- Skills frameworks and professional standards
- Talent development and career pathways
- Workforce shaping
- Ensure deployment of right skills to highest-value programmes
Governance & Assurance
- Lead enterprise PM governance (e.g. Group PM SteerCo PMO or equivalent)
- Define and enforce Programme & Project Management standards and processes (e.g. ARIS process S9)
- Provide independent assurance and challenge on major programmes and portfolios
Ways of Working & Transformation
- Drive adoption of:
- Agile and advanced PM methods
- Digital and AI-enabled PM tools and data frameworks
- Lead transformation initiatives to improve time-to-market execution efficiency and predictability of programme execution
Leadership & Stakeholder Engagement
- Act as functional leader for Programme Management across the Group
- Engage senior stakeholders across: Engineering Programmes Finance and People Team
- Build a high-performing globally connected PM community and culture
Preferred qualifications:
- Degree (or equivalent) in engineering business or related discipline
- Professional certification (e.g. MSP PMP APM) desirable
Preferred requirements:
- Significant experience leading large complex programme and portfolio environments
- Proven track record of executive-level delivery and transformation leadership
- Experience shaping PM capability operating models and governance frameworks
