Reporting to the Head of Strategy and Transformation the Head of Business Development is an exciting role with responsibility for identifying and delivering opportunities to enhance connections across Scotlands taxes and in parallel for developing the organisations corporate strategies. This role supports each of Revenue Scotlands four strategic outcomes set out in our Corporate Plan with a particular focus on Working with Others and Expanding Horizons.
The Business Development area will involve identifying new areas of work and creating new partnerships with new and existing strategic partners to take them forward. The post holder will support the design of a tax system in Scotland that aligns to the Scottish Approach to Taxation principles and to the ambitions of the Public Service Reform Strategy.
You will shape and deliver Revenue Scotlands strategy as set out in our Corporate Plan which defines our core priorities. The priorities for the next few years include the introduction of two new devolved taxes the replacement and enhancement of certain digital systems and technical architecture engagement on policy legislation and tax matters and enhancing the skills of staff as an employer of choice. The post-holder will also be responsible for aligning business planning annual reporting and performance reporting with the strategic objectives of the Corporate Plan to ensure a coherent narrative in the reporting of the organisations accountability to Parliament.

- Lead the strategic design and development of Scotlands tax system identifying interdependencies across national and local taxes and building effective partnerships to support their delivery.
- Engaging with a wide range of networks groups and external stakeholders contribute to Revenue Scotland being an expert voice on all matters related to the future of delivery of taxation in Scotland.
- Identify opportunities for Revenue Scotland to assume new and wider responsibilities and provide support to other organisations involved in taxation in Scotland.
- Work with Board members senior leaders staff and external stakeholders to develop and maintain Revenue Scotlands Corporate Plan and framework of supporting strategies ensuring that they align with the organisations approach to performance measurement and risk management.
- As a member of Revenue Scotlands wider leadership team you will champion diversity and inclusion and make a significant contribution to the leadership and performance of the organisation as a whole.
- You will promote collaborative working across teams and professional boundaries to establish a multi-disciplinary approach that enables you to respond creatively to issues and challenges.
You will have the ability to develop clear forward-looking plans that align with organisational priorities and ensure that resources risks dependencies and strategic relationships are effectively managed. You will need to balance competing priorities and adapt plans in response to changing circumstances while maintaining focus on strategic goals.
