The Service & Team:

The Community Protection team plays a vital role in maintaining safe clean and well-managed environments across Cornwall. The service brings together a range of enforcement regulatory and community-focused functions working to protect residents businesses and the wider environment.

The team takes a balanced approachcombining education engagement and enforcementto tackle issues such as environmental crime anti-social behaviour and compliance with local regulations. This includes working closely with communities partners and other Council services to prevent issues resolve problems and deliver lasting improvements.

Within this Environmental Crime Officers provide day-to-day enforcement and casework supported by specialist roles and targeted projects. The Fly-Tipping Project Officer will work as part of this wider team building on existing expertise and contributing to a coordinated intelligence-led approach to reducing environmental harm across Cornwall.

Were recruiting a Fly-Tipping Project Officer to lead a focused high-impact programme across Cornwalltackling one of the most visible and frustrating environmental crimes affecting our residents businesses and rural communities.

This is a hands-on operational role where youll work at the sharp end of enforcement and prevention. You wont be doing this in isolationyoull be working closely with our established Environmental Crime Officers building on their local knowledge active cases and experience to strengthen outcomes and ensure a consistent intelligence-led approach across the service.

Youll take the lead in:

  • investigating offences and developing strong enforcement cases
  • working alongside Environmental Crime Officers to support and progress live cases
  • using intelligence and surveillance techniques including covert cameras to identify offenders and deter repeat behaviour
  • working with communities landowners and partners to prevent fly-tipping and improve reporting
  • shaping how we tackle fly-tippingbringing new ideas testing approaches and driving improvements

Working Pattern:

Mon Fri 37 hours

What youll need to succeed:

Experienced investigator able to gather evidence build cases and follow lines of enquiry

Experience of enforcement or regulatory work (e.g. criminal environmental crime or similar)

Excellent communication skills confident dealing with residents landowners partners and offenders

Analytical thinking able to identify patterns hotspots and opportunities for targeted action

Confidence using intelligence-led approaches including surveillance and data to support enforcement

Problem-solving mindset practical solution-focused and able to adapt approaches where needed

Strong organisational skills including case management and maintaining accurate records

Good knowledge of RIPA and surveillance techniques
