Job Summary
- Oversee a portfolio of complex housing complaints and disrepair investigations.
- Examine housing conditions and evaluate hazards using the Housing Health and Safety Rating System (HHSRS).
- Make informed enforcement decisions aligned with legislation and council policies.
- Issue statutory notices and execute suitable enforcement actions.
- Draft specifications schedules of works reports and legal documents.
- Administer Community Protection Notices (CPNs) when necessary.
- Participate in tribunals and provide testimony during appeal processes.
- Address customer inquiries complaints and correspondence within set timelines.
- Collaborate with tenants landlords legal services and other stakeholders.
- Maintain precise case records and investigation files.
- Conduct inspections throughout the borough including solo visits.
- BSc or Diploma in Environmental Health.
- Eligibility for EHORB Registration as an Environmental Health Officer.
- At least 2 years of experience in Environmental Health Housing.
- Comprehensive experience in enforcing housing legislation under Part 1 of the Housing Act 2004.
- Proficiency in serving notices and undertaking formal enforcement actions.
- In-depth understanding of housing enforcement legislation and related guidelines.
- Experience in attending tribunals and supporting legal proceedings.
- Excellent communication and negotiation abilities.
- Confidence in managing difficult landlords tenants and sensitive situations.
- Capability to work autonomously and handle a demanding caseload.
- Familiarity with Flare/Civica systems.
- Experience within a Local Authority Environmental Health setting.
- Expertise in managing complex housing disrepair investigations.
- Knowledge of broader housing and public health legislation.
- 33.56 per hour (Umbrella)
- 6 Month Contract

Required Skills:
Essential Requirements BSc or Diploma in Environmental Health. Eligible for EHORB Registration as an Environmental Health Officer. Minimum 2 years experience working within Environmental Health Housing. Extensive experience enforcing housing legislation under Part 1 of the Housing Act 2004. Experience serving notices and taking formal enforcement action. Detailed knowledge of housing enforcement legislation and associated guidance. Experience attending tribunals and supporting legal proceedings. Strong communication and negotiation skills. Confidence managing challenging landlords tenants and sensitive situations. Ability to work independently and manage a busy caseload. Desirable Requirements Experience using Flare/Civica systems. Local Authority Environmental Health experience. Experience managing complex housing disrepair investigations. Knowledge of wider housing and public health legislation.
