Emma Caldwell Public Inquiry, Evidence Team Leader C1
Job Summary
The Emma Caldwell Public Inquiry established under the Inquiries Act 2005 is an independent investigation into matters of significant national interest. Although independent of the Scottish Government it is largely staffed by civil servants on assignment from SG working under the direction of the Chair Lord Scott.
The Inquiry team is responsible for the full range of administrative and operational functions including policy development strategic planning finance facilities security and communications. As a public and high-profile inquiry it will address complex and sensitive issues requiring robust risk management and careful stakeholder engagement.
The Evidence team plays a key role in the Inquiry. It leads on the collection processing cataloguing and preservation of material submitted to the inquiry and works closely with the Inquirys legal team to support the preparation and delivery of hearings.
We are looking to recruit a C1 Evidence Team Leader on a temporary basis who will play a pivotal role in establishing and leading the team through the early stages of developing and refining efficient systems and processes.
The postholder will have responsibility for overseeing the planning and delivery of the evidential aspects of Inquiry operations including the ingathering management and cataloguing of evidence. They will work closely with external software providers to refine evidence management models and ensure that the legal team is fully and effectively supported throughout the investigative process.

Responsibilities
- Lead the Evidence Team in the planning and delivery of the evidential aspects of Inquiry operations ensuring work is coordinated high quality and delivered to agreed deadlines.
- Take the lead on resolving operational process issues working collaboratively with the Evidence Process Manager to shape and continuously improve systems processes and guidance.
- Take the lead on addressing technical issues arising from the software used within the Inquiry working closely with the B3 Evidence Systems Manager. The postholder will be expected to make effective use of tools available within the Microsoft 365 suite and have a foundational understanding of AI and large language models (LLMs) to support efficient evidence management.
- Build and maintain relationships with external providers to ensure safe consistent information sharing through agreed processes.
- Provide proactive support to the Deputy Secretary / Head of Evidence as required ensuring timely visibility of key operational matters and appropriate consultation on significant risks issues and decisions.
- Line management of two B3s and counter-signing responsibility for the wider Evidence team.
