Summary:
The DSG Consultant Finance Manager is a senior interim finance professional responsible for providing strategic financial leadership and expert financial management across the Councils Dedicated Schools Grant (DSG) funding with particular focus on the High Needs Block and education finance. Working within Corporate Resources the postholder leads financial planning forecasting budget management statutory reporting and business partnering to support sustainable financial management and improved outcomes for education services.
Responsibilities:
- Lead the financial management of the Dedicated Schools Grant (DSG) including the High Needs Block and other education funding streams.
- Prepare and present financial reports briefings and recommendations to senior management Members and committees.
- Support the Councils annual accounts closedown process and production of statutory financial statements.
- Ensure financial records reconciliations and working papers are accurate complete and audit-ready.
- Ensure compliance with health and safety data protection safeguarding financial regulations and Council policies.
Qualifications:
- CCAB-qualified accountant (ACA ACCA CIPFA or equivalent) or CIMA qualified (or recognised overseas equivalent).
- Degree in Finance Accounting Business Economics or a related discipline or equivalent relevant professional experience.
- Postgraduate qualification or equivalent senior-level knowledge and experience.
Essentials:
- Extensive experience managing Dedicated Schools Grant (DSG) education finance High Needs Block or childrens services budgets.
- Experience in strategic financial planning budget setting forecasting financial modelling and financial performance management.
- Strong knowledge of local government finance CIPFA requirements financial regulations and statutory accounting.
