Information & Technology Services (iTECS) is a Division within Scottish Government and part of the Digital Directorate. It is headed by the Chief Information Officer and has responsibility for:

  • Delivering corporate ICT and information services for Scottish Government;

  • Delivering shared ICT services (SCOTS Connect) to paying customers across the central government community in Scotland shared services customers now make up around 50% of the 22000-user base;

  • Protecting Scottish Governments information and ICT assets;

  • Contributing to the delivery of Digital Public Services by ensuring that our people and businesses are making the most of the digital opportunity and that ICT public services are customer-centric collaborative integrated efficient and continuously improving by making best use of digital technology.

iTECS provides IT support services for over 100 applications used by the Scottish Government and its Agencies on the SCOTS network. The range of applications supported includes critical corporate applications such as Oracle E-Business Suite (SEAS and EHR) Electronic Records and Document Management (ERDM) Time & Attendance system and Ministerial Correspondence Systems.

As Digital Operations Manager you are responsible for major aspects of application support for corporate and public-facing systems making recommendations for the improvement of support operations and economies wherever and whenever possible. This includes reviewing support costs managing contracts leading change programmes co-ordinating the branchs projects and setting the strategy for overall budgetary control of services.



Responsibilities

  • Manage configuration management for the organisation ensuring value for the business and adherence to organisation policies.

  • Ensure that changes to assets are recorded and controlled appropriately.

  • Absorb large amounts of conflicting information and use it to produce solutions.

  • Lead and develop a team of experts to deliver service improvements.

  • Help to evaluate and establish requirements for the implementation of changes by setting policy and standards.

  • Take accountability for issues that occur and be proactive in searching for potential problems.

  • Achieve excellent user outcomes.

  • Have a strategic overview of services in your domain and a clear understanding of how they will help to meet business priorities.

  • Determine strategic vision and direction.

  • Positively influence important senior stakeholders.

  • Lead the design and implementation of strategy directing the evaluation of strategies and policies to ensure business requirements are being met.

  • Show a thorough understanding of the technical concepts required for the role and can explain how these fit into the wider technical landscape.

  • Demonstrate experience in meeting the needs of users across a variety of channels.

  • Lead a team ensuring adequate resources and capacity and represent the IT service management function at a senior level and act as an escalation point for business stakeholders.

Working pattern

This role is a permanent level transfer position.
