Job Summary

Description

The Change and Project Manager leads the successful delivery and embedding of complexprojects and change initiatives across Social Security Scotland. This role combines structured project management with strategic change leadership to ensure outcomes are delivered effectively stakeholders are engaged and the organisation is ready to adopt and sustain change. The postholder will manage cross-functional teams drive governance and reporting and build capability across both project and change disciplines.

  • Lead multidisciplinary teams to plan deliver and embed complex projects and change initiatives using appropriate methodologies.
  • Ensure the team are equipped to develop and maintain comprehensive project and change documentation including implementation plans readiness assessments and benefit management forecasts.
  • Ensure alignment with agency governance structures and delivery partner frameworks.
  • Build and maintain effective relationships with internal and external stakeholders to support project delivery and change adoption.
  • Create a team culture that enables clear and timely communication to support decision-making and organisational readiness.
  • Oversee the drafting of accurate timely reports to track performance risks and progress against short and long-term goals.
  • Lead the team to ensure robust evaluations of proposals solutions and readiness activities to inform decision-making escalating where appropriate.
  • Provide recommendations based on evidence impact analysis and organisational priorities.
  • Contribute to contract tenders and digital maturity assessments through structured evaluation.
  • Manage and develop project and change team members fostering a culture of collaboration learning and continuous improvement.
  • Provide guidance coaching and support to build delivery and change capability across the organisation.
  • Contribute to the development of toolkits process maps and documentation to support consistent project delivery and change practices.
  • Support the development and service of governance structures to ensure transparency accountability and alignment with strategic goals.
  • Be accountable for production of accurate and comprehensive documentation including spreadsheets diagrams and process maps to support delivery and change tracking.

  • PPM and change management qualifications (or equivalent experience).

Hybrid Working
Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role. We embrace a hybrid working style where all colleagues will spend time in either our Glasgow or Dundee offices.There is an expectation of a minimum 2 days per week in your assigned location.
