On behalf of the Head of Establishment (HoE) the Hamworthy Barracks SNCOs Mess Manger is responsible for the effective management financial administration and day-to-day operation of the SNCOs Mess; managing budgets and assets (including infra) supporting the welfare needs of Mess members and veterans and advising the Mess Committee on all matters relating to the Mess activities and outputs.
Responsibilities
Management and Administration
Oversee the daily running of the SNCO Mess.
Act as the principal adviser to the Mess President and Mess Committee on financial and administrative matters.
Maintain Mess records policies standing orders and correspondence.
Organise Mess Committee meetings and record minutes/actions.
Financial Management
Manage Mess accounts budgets subscriptions and expenditure.
Monitor income and ensure financial sustainability.
Prepare financial reports and forecasts for the Mess Committee and annual audits presenting audit report to the HoE.
Ensure compliance with Service regulations and audit requirements.
Control stock bar accounts and procurement where applicable.
Hospitality and Events
Assist the Mess Committee in the planning and coordination of official Mess functions dinners receptions and ceremonial events.
Deconflict activities and events with other Messes and Unit/Association/Community Centre
Liaise with catering accommodation and support staff.
Ensure events are delivered to the required military and social standards.
Coordinate visiting units dignitaries and guests using Mess facilities.
Property and Facilities
Manage the upkeep and presentation of Mess buildings dining facilities bars and communal areas.
Carry out mandated and regulated safety checks eg fire safety.
Report and monitor maintenance requirements in consultation with the WLSNCO.
Ensure the Mess Property Rep carries out their TORs and assist them in regard to the accounting/mustering of Mess assets inventory silverware artwork et al.
Welfare and Community
Support the welfare and cohesion of Mess members.
Assist with integrating newly promoted SNCOs and new joiners into the Mess.
Support to and management of visiting veterans weekly meetings and annual dinners.
Promote Mess traditions customs and standards of conduct in-line with Unit ethos and Service core values.
Act as a point of contact between members the Committee and unit leadership.
Governance and Compliance
Act as the SNCO Mess Building Custodian to include all areas of the Mess and associated accommodation.
Ensure compliance with SGOs JSPs BRs Mess rules health and safety legislation/requirements and licensing laws.
Maintain appropriate security and safeguarding measures within Mess facilities.
Oversee SoftFM contractual arrangements with civilian staff suppliers or service providers where relevant.
Leadership Responsibilities
Provide guidance and mentorship/welfare needs to Mess members and personnel supporting Mess activities.
Maintain high standards of professionalism discipline and customer service.
