Job description

An exciting opportunity has arisen to lead Policy Groups centralised recruitment team overseeing the end-to-end customer experience.

Reporting to the Head of Recruitment and Workforce the post holder will be responsible for leading managing and providing guidance to the Recruitment Team who provide a service for all SCS 1 and delegated grades recruitment. The role is wider that formal recruitment in that the team supports other recruitment activities such as Fast Stream Loans Secondments use of reserve lists as well as Expressions of Interest opportunities.

The role provides the opportunity to directly influence support and guide hiring managers across the whole of Policy Group to resource their teams in the most appropriate way. Consequently we are looking for an energetic and enthusiastic individual to who will be well organised proactive and has strong leadership and stakeholder engagement skills.

In addition we are looking for someone who has successfully delivered change projects in respect of continuous improvement and culture as the head of the team is responsible for the training and continuous development of the whole team. This is a service delivery role and as such would suit an individual who thrives in a fast-paced delivery environment and has a keen interest in process improvement.

Key Responsibilities:

  • Leading managing and providing guidance to the Recruitment team coordinating their workload and unblocking issues to provide consistent professional and innovative services to all managers across Policy Group.
  • Manage the end-to-end recruitment life cycle identifying risks and taking actions to mitigate them. Ensuring all processes are up to date and effective.
  • Monitoring success of campaigns against requirements and suggesting ways to improve the recruitment selection and attraction process to hiring managers.
  • Managing the relationship with the MoJs Shared Service provider and the wider HR community SCSHR Team HRBPs and Resourcing Management Office.
  • Ensuring a high-quality candidate journey by reviewing MoJs existing recruitment policies and processes and making evidence-based proposals for changes and improvements.
  • Providing guidance and support to hiring managers through effective deployment of the team and drawing upon their own experience of the recruitment principles in the Civil Service.
  • Developing and owning a process to ensure that complaints about the recruitment process are managed in the most appropriate way.
  • Proven ability to manage data including data extraction manipulation storage and presentation to produce MI demonstrating the candidate journey and the delivery against key performance indicators.
  • Lead the identification of best practices and associated improvements based on gathered feedback and evidence as well as system changes implemented by our Shared Services that impact the working processes within the team.
  • Draw on your relevant experience to work efficiently and effectively to achieve consistently high performance.
  • Pro-actively manage risks and issues as they emerge during campaigns and escalating where appropriate.
  • Ensure business and team plans match business demands driving quality and performance in line with continuous improvement outcomes.

This role has direct line management responsibility for 1 x SEOs. The team also has 2 x HEOs. The team is small and as such everyone has their part to play in ensuring the delivery of an exemplary end to end service.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal non-contractual form of flexible working that blends working from your base location different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly Hybrid Working will not suit everyones circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) See Map. All employees will be expected to spend a minimum of 60% of their working time in an office subject to local estate capacity).

For current MoJ employees your base location will need to be changed to the nearest viable office (to your home postcode) either at a HQ building JCC or JSO within the National Office Network and moved its locations respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJs terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on modernised terms in their current post or onto unmodernised MoJ terms if they are on unmodernised terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade will be able to retain their grade on lateral transfer.

All candidates who are currently in receipt of Mark Time / Pay Protection should ensure they are familiar with the new policy on permanent and temporary promotion which can be found on the employee intranet.

Flexible working hours

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. MoJ welcomes part-time flexible and job-sharing working patterns where they meet the demands of the role and business needs. All applications for part-time flexible and job-sharing working patterns will be considered in accordance with the MoJs Flexible Working policy.

Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years service.

There is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.
