Job description

HMPPS Counter Corruption Unit and new Policy Framework were launched in April 2019 outlining the 4 P approach to tackle corruption within our organisation to align with the United Kingdom Cross-Government Anti-Corruption Strategy launched in 2017 and relaunched in 2026.

Our ambition is to create an organisation that is resilient to the threat of corruption can protect its hard-working staff prevent corruption by providing staff with the tools to protect themselves and target those engaging in corrupt behaviour through four strategic approaches:

  • PROTECT against corruption by understanding threats having robust policies processes and procedures in place and holding ourselves to account.
  • PREVENT staff from engaging in corruption by recruiting a resilient workforce strengthening capability and professional integrity and managing corruption risks.
  • PURSUE and punish those involved in corruption through disciplinary and criminal justice outcomes.
  • PREPARE for the consequences of corrupt behaviour and support teams where corruption has occurred.

The Counter Corruption Unit plays a key role in supporting staff managers and leaders to tackle corruption throughout the organisation. Working within a 4P framework (Prevent Protect Prepare Pursue) it is responsible for the counter corruption policy and procedures threat identification leading counter corruption capability raising and supporting the organisation to pursue corruption where it takes place.

The role of Regional Counter Corruption Lead (RCCL) sits in the Counter Corruption Unit a part of the Corruption Crime and Policing Unit within the National Security Group. The role of the RCCL is to manage corruption threats in particular supporting Pursue and Prevent activity in both prison and Probation sites. They are responsible for their teams delivery of counter corruption outcomes and for managing their delivery of counter corruption services to Prisons and to Probation.

The post holder will report to the Head of Counter Corruption Operations North who in turn reports to the Head of the Counter Corruption Unit.

The role holder will be responsible for delivery of this 4 P framework within their designated CCU region aligning their activities with the expectations of the national CCU SLT.

The role of Regional Counter Corruption Lead is non-operational with prisoner contact.

Please note this is a regional role and there is a requirement to deliver work within all sites within the region. Additionally the post holder may be required to deliver work at Prison and Probation Sites outside of their region of responsibility dependent on business need at the discretion of the Head of Counter Corruption Operations. There is a requirement for in person attendance at national meetings which take place in a number of locations throughout the country.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal non-contractual form of flexible working that blends working from your base location different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Hybrid Working will not suit everyones circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles the successful candidate(s) will be appointed to aMoJoffice location which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJs terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on modernised terms in their current post or onto unmodernised MoJ terms if they are on unmodernised terms at their current post. Details will be available if an offer is made.

Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time flexible and job-sharing working patterns where they meet the demands of the role and business needs. All applications for part-time flexible and job-sharing working patterns will be considered in accordance withthe HMPPS Flexible Working policy.

RHA

This role requires regularly working unpredictable and unsocial hours and be on call to attend their place of work at anytime. A 20% payment will be paid in addition to your basic pay to recognise this. Unsocial hours are those hours outside 0700 - 1900hrs Monday to Friday and include working evening nights weekends and Bank / Public holidays.
