Overview of the job
As a member of the Performance and Quality Team the Effective Practice Lead will be responsible for ensuring the delivery of programme activity which supports organisational effectiveness and enables the organisation to monitor and improve performance.
Summary
The Effective Practice Lead is responsible for ensuring the delivery of programmes which improve the performance and quality of operational delivery across the organisation.
Their responsibilities will include:
- Working alongside Performance staff within the PQ team they aim to maximise performance in the assigned area for which the post holder is responsible
- Responsibility for identification of national priorities and co-ordinating the delivery of activity to meet those priorities. They will contribute to enhancing organisational effectiveness and delivery in line with the Business Plan and contractual commitments
- Developing and sustaining effective working relationships with external agency partners and other key stakeholders.
- The post holder reports to the Performance and Quality Senior Manager.
The job holder will be required to carry out the following responsibilities activities and duties:
Leading effective practice
- Support the Performance & Quality Senior Manager to maintain standards for effective practices across the NPS and all LDUs
- Maintain a national knowledge-bank for effective practice and ensure the link between performance management and the development of effective practice policies and standards
- Maintain national quality policy codes of practice and guidance
- Support the communication of the NPS effective practice improvement strategy and action plans with Divisions and LDUs external partners and all key stakeholders
- Ensure systems are in place so that the results and trends of effective practice review and assessment are visible at a national level
- Support the delivery of practice development in the NPS
- Manage service delivery to meet performance targets
- Develop and recognise effective performance

This is a critical highimpact role within the Interventions function with a particular focus on improving performance in Interventions (Community Payback Programmes and Electronic Monitoring). The postholder will operate across probation delivery units to drive consistency in enforcement strengthen operational grip and support the delivery of improved sentence completion rates and compliance outcomes. Working closely with Heads of UPW Sentence Management and Programmes the role will require confident leadership robust dataled decision making and the ability to influence practice at pace. Given the anticipated growth in demand arising from legislative and policy changes the role offers an opportunity to shape sustainable improvements enhance partnership working and ensure delivery meets both organisational standards and inspection expectations.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal non-contractual form of flexible working that blends working from your base location different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Hybrid Working will not suit everyones circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles the successful candidate(s) will be appointed to aMoJoffice location which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
Some of MoJs terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on modernised terms in their current post or onto unmodernised MoJ terms if they are on unmodernised terms at their current post. Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time flexible and job-sharing working patterns where they meet the demands of the role and business needs.
