The World Food Programme (WFP) supports regional and national stakeholders across Asia Pacific in strengthening emergency supply chain systems.
As disaster risks grow increasingly complex effective preparedness coordination and logistics capabilities are essential for timely and efficient humanitarian response.
WFP works with governments regional organizations and humanitarian partners to strengthen institutional capacities preparedness systems and coordination mechanisms that support emergency supply chain management and disaster response. Through these partnerships WFP contributes to regional and national efforts aimed at enhancing resilience and operational readiness.
WFPs Capacity Strengthening approach emphasizes:
1. Enabling environment (policies strategies legislation).
2. Organizational domain (systems processes institutional coordination).
3. Individual domain (educated skilled individuals).
Capacity strengthening seeks to support sustainable approaches to institutional development helping regional and national stakeholders further enhance emergency supply chain preparedness coordination mechanisms and operational readiness.
To support this work WFP Asia Pacific Regional Office (APARO) seeks a dedicated specialist to facilitate institutional capacity strengthening processes and stakeholder engagement activities including stakeholder mapping capacity needs assessments prioritization exercises and development of actionable support plans.
Purpose of Assignment
The consultant will primarily support institutional capacity strengthening engagements with regional institutions government counterparts and other relevant stakeholders to enhance emergency supply chain preparedness.
The role focuses on facilitation advisory support stakeholder engagement and institutional development rather than direct implementation of technical activities.
In addition the consultant will serve as Project Manager for the initiative responsible for coordinating implementation across all relevant outcomes monitoring progress against approved workplans and supporting reporting and compliance requirements.
Key responsibilities:
1. Overall Project Management and Coordination
- Provide day-to-day project management oversight including coordination of activities monitoring delivery against objectives and timelines and consolidating inputs for reporting.
- Track progress against approved workplans and implementation milestones.
- Coordinate inputs from relevant WFP units partners and stakeholders.
- Identify implementation risks and recommend mitigation measures where required.
2. Capacity Strengthening and Advisory Support
- Introduce and contextualize capacity strengthening frameworks tools and methodologies for project stakeholders.
- Provide advisory support and coaching to designated focal points to facilitate capacity strengthening processes.
- Support stakeholders in differentiating capacity strengthening from technical training infrastructure support or capacity substitution.
- Promote sustainable and locally owned approaches to institutional development.
3. Facilitate Stakeholder Mapping and Capacity Needs Analysis
- Facilitate stakeholder mapping exercises at regional and national levels.
- Support the design and facilitation of Capacity Needs Mapping (CNM) and related assessment processes.
- Promote meaningful stakeholder participation and ownership throughout the assessment process.
- Document findings priorities and recommendations arising from stakeholder consultations.
4. Support Development of Priorities and Work Plans
- Support stakeholders in identifying priority institutional and operational capacity gaps.
- Facilitate translation of assessment findings into practical recommendations and action plans.
- Provide technical guidance to align identified priorities with existing frameworks policies and disaster management mechanisms.
- Support follow-up planning processes where appropriate.
5. Coordinate Regional Engagement and Knowledge Exchange
- Facilitate consultations workshops learning events and joint planning sessions.
- Promote collaboration among regional institutions government counterparts and relevant partners.
- Support knowledge sharing and dissemination of lessons learned and good practices.
- Maintain effective communication among stakeholders throughout implementation.
6. Reporting Monitoring and Documentation
- Provide regular progress updates.
- Contribute to reporting and compliance requirements.
- Coordinate relevant activities with WFP units and project stakeholders to ensure delivery against agreed timelines and resources.
- Produce key written outputs including activity summaries workshop reports recommendations assessment summaries and final reports.
Qualifications Experience and Skills
EDUCATION: Advanced University degree in International Development International Relations Anthropology Sociology Social Research Methods or other field relevant to international development or humanitarian assistance or First University Degree with additional years of related work experience and/or trainings/courses.
EXPERIENCE:
- Minimum 5 - 7 years of professional experience in capacity strengthening institutional development humanitarian operations or emergency supply chain.
- Experience working with governments or intergovernmental entities (ASEAN experience desirable).
- Experience conducting analytical work stakeholder mapping and facilitating CS processes.
TECHNICAL SKILLS & KNOWLEDGE:
- Strong understanding of emergency supply chain systems in the AsiaPacific context.
- Knowledge of WFPs mandate programme cycle and CS concepts desirable.
SOFT SKILLS:
- Excellent ability to develop and maintain networks with a variety of stakeholders
- Strong facilitation skills for strategic/analytical workshops and group discussions
- Strong analytical problem solving communication and interpersonal skills
- Strong project leadership skills with the ability to work independently and coordinate within diverse teams.
LANGUAGES:
- International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or WFPs working language Portuguese is desirable.
- Knowledge of Bahasa Indonesia or another ASEAN language is an asset.
