BACKGROUND

The United Nations Educational Scientific and Cultural Organization Regional Office in Bangkok and Office for UN Coordination for Asia and the Pacific (UNESCO Bangkok) established in 1961 and evolving in roles over the years oversees UNESCOs programs in education sciences ocean sciences culture and communication and information across seven countries: Afghanistan Cambodia Lao PDR Myanmar Singapore Thailand and Viet Nam. It coordinates national activities through offices in Kabul Phnom Penh Ha Noi and Yangon (antenna office). As a key player in regional educational coordination and capacity development UNESCO Bangkok leads the SDG4-Education 2030 Agenda covering 46 Member States and three Associate Members.

MAIN TASKS AND SERVICES

Under the overall authority of the Regional Director of the United Nations Educational Scientific and Cultural Organization (UNESCO) Regional Office in Bangkok and Office for UN Coordination for Asia and the Pacific and the direct supervision from Regional Advisor of Social and Human Sciences Unit and Regional Advisor of UNESCO Institute for Statistics the Service Contract holder will be responsible for providing program implementation support to the Sciences (SCS) Unit and Regional Office of UNESCO Institute for Statistics (UIS) in a timely accurate and pro-active manner in compliance with relevant HR Administrative and Financial rules and regulations of the Organization practices procedures guidelines protocols. The volume and complexity of work requires a high attention to detail and accuracy. Typical work involves:
- Monitor finance and budgetary aspects of programme activities in compliance with programme and budgetary requirements and financial regulations.
- Provide support in procurement actions and contract management.
- Undertake basic programme-related budget and expenditure data analysis; provide data for the preparation of reports on programme execution.
- Collate information and draft regular and ad hoc budgetary/financial updates.
- Provide support in preparation of outreach activities special events capacity-building/training workshops and HR-related activities.
- Provide support in assessing needs for meetings/events/workshops/seminars travel document processing/publication production and consultants/temporary assistance and coordinate office support services for the same.
- Maintain/update/archive programme documentation and records research and track background information and documentation.
- Provide and/or coordinate general office assistance (translation printing dispatch of information documents for statutory meetings etc.) as required.

Additional tasks may be assigned provided they are consistent with the function as set out above.

a) The Service Contract holder is required to operate independently under overall guidance provided by her/his supervisor. The work is carried out in an environment where priorities and timeframes might change and where programme-related decisions are taken using data/information/ working documents provided by the Contract holder.
b) The Service Contract holder is expected to establish effective working relationships with internal and external team members and partners in order to obtain/provide/exchange information and to discuss/resolve problems related to programme activities.

The Service Contract assignment is for 12 months tentatively from 1 July 2026 to 30 June 2027. (Initial three (3) months probationary period.)

Extension of the Service Contract is subject to satisfactory performance continued need of the services/tasks and availability of funds.

The Service Contract holder is expected to provide and coordinate an efficient administrative support to programme implementation in a timely accurate and pro-active manner in line with relevant HR Administrative and Financial rules and regulations of the Organization.

REQUIRED QUALIFICATIONS

EDUCATION

Completed secondary education and/or Bachelors Degree in the field of business administration finance accounting management education social sciences or related areas.

WORK EXPERIENCE

Minimum five (5) years of work experience in integrated service execution and comprehensive process support preferably in an international environment.

Proven experience in providing administrative and logistical support as a member of a project team.

EDUCATION

Bachelors Degree or higher Degree in international development.

WORK EXPERIENCE

Experience within the UN System or international organizations.
Experience in conducting research will be an advantage.

LANGUAGES

Knowledge of other official UN language (Arabic Chinese French Russian and Spanish) would be an asset.
