JOB TITLE: Field Security Officer (Roving)
TYPE OF CONTRACT: CST II

DUTY STATION (CityCountry): Bangkok Thailand
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The purpose of the position is the provision of surge operational and training support
in the security risk management of WFP operations in the area of the Asia and the
Pacific Regional Office (APARO) to enable the effective delivery of programmes that
meet food assistance needs and maintain the security and safety of WFP personnel
activities and facilities in the region. The incumbent will directly report to the Regional
Security Officer (RSO) based in Bangkok Thailand. The tasks require the incumbent to
frequently travel and undertake temporary deployments to countries within the region.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the RSO the incumbent will
1. Support the RSO with the day-to-day management of security risk management
strategies in APARO and provide strategic advice to Regional and Country Office
management.
2. Provide technical advice and guidance to strengthen the capacity within the security
risk management and crisis readiness and preparedness.
3. Contribute to the development of country security strategy policies and planning.
4. Support WFP field activities and missions through mentoring and technical support
to the Country Office Security teams related to security clearances elaboration of
CONOPS deep field mission support staff accounting and high-level visits.
5. Act as a surge FSO or replace during the absence of a security officer.
6. Develop and maintain security information management systems to process and
make available operational data including training needs status and plans security
personnel needs and security and safety mission tracking (including but not limited
to Security Assistance Missions Oversight missions Fire Safety Missions) donor
support and assets tracking (equipment and technologies servicing). Precisely
monitor compliance with Security Risk Management Measures (through eTREMP
QAS ED Assurance Statement) and operational effectiveness and support Country
Offices in developing work plans to address compliance and record progress in their
implementation.
7. When required deputize for the RSO and/or represent the RSO at meetings to
present relevant security issues and contribute to technical discussions to provide
direct operational support to Country Offices in implementing security risk
management measures.
8. Support the development communication and implementation of security policies
rules regulations standard operating procedures (SOP) and best practices across
the Security Units in the region to ensure uniform and effective risk management.
9. Support RSO in elaborating reviewing and/or updating key security risk
management documents SOPs and contingency planning.
10. Collaborate closely with the Regional Security Analysts and Country Office Security
Information Analysts to ensure a timely accurate and relevant bottom-up flow of
information and to support context and conflict analysis determining the key
characteristics of actors including non-state armed groups (NSAG). Keep updated
with and advise upon local security developments and issues and the potential
impact upon WFP operations to inform security and operational activities. Ensure all
significant incidents affecting or that indicate potential risks to WFP operations
personnel assets and facilities including cooperating partners and contractors are
timely reported according to reporting guidelines and responded to.
11. Monitor and maintain an effective security management communications system
that enables rapid and coordinated security activities.
12. Coordinate with other functional areas particularly Emergency Preparedness and
Response on matters of Access and humanitarian-military interaction.
13. Build and maintain productive relationships with local partners to align activities and
optimize the best protection for staff activities and facilities.
14. Work in close collaboration with inter-agency counterparts as well as host
government and member states to align activities with broader security
programmes and activities and ensure compliance with security policies rules
regulations SOP and best practices.
15. Support country offices in ensuring that WFP personnel are aware of the
implementation and compliance with UNSMS and WFP security policies rules
regulations SOPs and best practices.
16. Liaise with UNHAS Chief Air Transport Officers and Aviation Security to ensure
adequate security risk management and compliance with UNSMS and WFP security
policies rules regulations SOPs and best practices.
17. Perform other duties as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in Security Management InternationalRelations or Law Enforcement or other relevant field or First
University degree with additional years of related work experienceand/or training/courses. A diploma obtained from Military/Police
Academy with qualifying relevant experience may be accepted inlieu of the First University degree.
Experience:
Significant experience in directing and managing professionalpersonnel and operations is required particularly with team-based
approaches.
Demonstrated skills and experience in providing leadership in asupervisory/managerial capacity.
Ability to communicate effectively both verbally and in writing todevelop and the ability to work effectively within a wide
constituency.
Demonstrated skills in providing excellent customer service to bothinternal and external constituents.
Fostering integration and teamwork.
Creating an empowering and motivating environment.
Knowledgeand Skills:
Has contributed to the development of systems and tools for thesecurity operations metrics in line with innovative methodologies
and best practice.
Has experience in operating in high risk environments.
Has provided support in the provision of technical securityoperations advice to strengthen the security management function
of WFP.
Has managed small teams of national staff with related areas ofexpertise.
Has developed some experience managing resources.
Has gained considerable experience in at least one operational area
