The Position

The Market Access and Public Policy Partner is driven by a profound commitment to facilitating the entry of Roches innovative diagnostic solutions and actively shaping healthcare policy supporting the vision of Innovating Diagnostics Shaping Healthcare and Changing Lives in Taiwan.

We are looking for a Market Access and Public Policy Partner to spearhead healthcare policy shaping alongside the strategic development and tactical implementation of access initiatives for Roche innovations. This role involves close collaboration with internal cross-functional teams and external stakeholders to optimize access for new products and indications and drive meaningful policy reform.

Key responsibilities

  • Build and implement sustainable market access and pricing strategies for Roches products and portfolio from pre-launch through life-cycle management.
  • Identify the primary focus of high medical value products to guide future new product planning efforts.
  • Drive ecosystem and policy-shaping activities to support and expand broader patient access opportunities.
  • Lead successful NHIA reimbursement submissions and negotiations and oversee the end-to-end process.
  • Formulate and execute pharmacoeconomics and HTA strategies.
  • Ensure robust payer-relevant evidence is generated (via clinical trials health economic modeling real-world evidence and meta-analyses) to comprehensively demonstrate product value.
  • Identify patient access barriers or opportunities and develop best-in-class access solutions for the self-pay market and areas beyond standard NHIA coverage.
  • Collaborate with global teams commercial teams and cross-functional groups to align and execute overall access strategies.
  • Develop and execute engagement plans with KOLs patient advocacy groups and diverse external stakeholders.
  • Conduct all business activities in full compliance with Roche Secure Roche Behavior in Business Roche Competition Law Interactive Dialogues and Roche Safety Security Health and Environmental Protection policies while demonstrating a solid understanding of compliance requirements and upholding the high standard of integrity.

Education and experience

  • A bachelor degree in the field (pharmacy public health economics public policy or life sciences). An advanced (Masters or doctorate) degree is preferred.
  • >5 years experience in medical device/diagnostic test reimbursement and/or self-pay strategy experience is preferred.

Required skills and qualifications

  • Familiar with NHIA process of medical devices/diagnostic solutions and key stakeholders.
  • Strong business acumen with ability to think strategically.
  • Deep appreciation of science and ability to translate scientific information into strategy. Ability to take evidence and other complex data and convert them into easy to understand deliverables that can support commercial use.
  • A collaborative attitude and ability to manage multiple demands and priorities on time influence without authority gain alignment and drive decision making.
  • Excellent communication and leadership skills are a must with a strong track record of delivering results in a matrix-based environment.
  • Big picture oriented with the ability to understand the implications of reimbursement and market access trends that will affect commercial success.
  • Proficient in English to collaborate internally across the broader Roche enterprise is highly desired.
  • Good Compliance track record. No material Compliance violation has been identified in the past 5 years.
