Description

Role Purpose

  • Responsible for the companys emergency prevention protection preparedness response and recovery

Key Accountabilities/Objectives:

  • Emergency Response - Medical Rescue Hazmat and Fire Fighting operations.
  • Performs preventative maintenance with routine station duties as directed to maintain the cleanliness readiness and appearance of apparatus equipment and fire station which is inclusive of test running vehicles weekly every Friday as per Driver License code.
  • Responsible for assisting with training on shift
  • Environmental monitoring & other relating activities to ensure safe operations. (FLIR Camera scans)
  • Responsible to ensure compliance to applicable regulation in terms of Fire Safety.
  • Responsible for managing response efforts for all emergencies within the site until relieved by the Fire Chief.
  • Serves as Initial Fire Branch Director which is responsible for the safety of all responders to an incident onsite and to all SAPREF responders to an incident offsite (SLA / MOU).
  • Supports Operations department to prevent or reduce operating conditions from impacting the environment and the surrounding communities
  • Responsible for investigating all spills/releases on shift to determine environmental impact and to ensure safe and environmentally sound clean up procedures are used.
  • Attend all Hazard Risk Assessment sessions for high-risk work.
  • Ensure a rescue plan is in place for all confined space entries.
  • Responsible and Accountable for the quarterly Fire Protection equipment inspection for operability and condition assuring that all equipment and supplies are intact and ready for use at any time.
  • inspection reports to be completed as per the process flow diagram and shared with Management as well as saved for audits
  • Conduct Weekly pump test on all Fire Trucks.
  • Engage with Shift Emergency Response Team to ensure personnel are competent in all their responsibilities.
  • Conducts Exercises (Wet/Dry drills) on shift (Weekends as approved) as per schedule and critiques performance of crew and ensure any action items are completed.
  • Responsible for all on shift training sessions (Fire Hazmat medical and Rescue) with the Shift Emergency Response Teams.
  • Assist to Coordinates Statutory annual MHI drill at Island-View Marine and off site.
  • Support Fire chief to manage the department budget (Fire protection equipment and maintenance - Cost arrest and Oracle submissions)
  • Assist with audit and Certification of Flammable Stores and smoke pens and conduct Drills as per 5-year plan
  • Customer Service Function to the business:

a. Issuing out of breathing apparatus trolley /trailer - checks and V&V end user with check sheet and signs document.

b. Informs end user before issuing out equipment agreement terms of item issued out.

c. Maintains records of equipment issued out.

d. Attend to service request e.g. Fire water isolation crimping of airline hose Fire and Safety weekend check reports and rectify deviation

Escalates where required to Manager

e. Filling and inspection of SCBA cylinders

f. Cleaning and re packing of breathing air face masks demand valves and connections

  • Performs variety of administrative duties e.g. online service request reporting of damaged equipment and tagging of defective equipment in all areas of SAPREF
  • Drives or operates a variety of fire department vehicles and equipment to emergencies as required.
  • Conduct Quarterly Foam Circulation.
  • Manage and keep record of foam sampling test annually
  • Is responsible for establishing a Unified Command with local authorities during emergencies and drills
  • Responsible for supporting the Shift Emergency Response Team program and ensuring enough volunteers (SERT members) are maintained on crew.
  • Conduct SERT (Fire Crew/ERT) Training
  • Conduct all Fire department related training (Evacuation marshals Assembly point controllers etc.)
  • Entering defects on Pacer
  • Entering CIS on system and closing out actions.


Requirements

Minimum Qualifications Years of Work Experience:

  • Matric and SAESI certified (IFSAC accredited) Fire Fighter (Fire Fighter 1&2)
  • Certified Level 3 First Aider (Basic Ambulance assistant -wish)
  • HAZMAT Operations
  • Fire Prevention Course (Wish)
  • Advanced Petrochemical Firefighting Course.
  • Code C (11) drivers license. (Code EC wish)
  • Pump Operator Course.
  • High Angle Rope Rescue (Accredited Course)
  • Confined Space Rescue (Accredited Course)
  • Incident Command Course
  • 4 6 years experience in a petrochemical Refinery or Petroleum storage Terminal Fire Department of which at least 2 years should be in a Fire Officer position
