Job Summary

The Director of Facilities Management provides strategic technical and operational leadership for the full lifecycle management of the organisations built and natural assets. This role oversees the planning mobilisation operation and continuous improvement of all Facilities Management (FM) and Landscape Operations & Maintenance (O&M) services across a complex multisite programme ensuring worldclass service delivery promoting best-practice asset management and acts as a Senior advisor to the Executive Leadership Government Agencies and internal and external stakeholders.

The Facilities Management Director is responsible to provide the overall Landscape Operations and Maintenance support to RCRC during the lifecycle of all programme components.
 

1. Strategic Leadership & Governance

  • Develop and implement the organisations comprehensive FM and Landscape O&M strategy aligned with longterm corporate objectives.
  • Establish governance frameworks performance management systems SLAs and KPIs for all FM disciplines (hard soft infrastructure and landscape).
  • Lead strategic asset management planning including lifecycle cost modelling capital replacement strategies and sustainability-focused asset performance improvements.
  • Represent the FM function at executive committees senior leadership briefings and crossgovernment steering groups.

 

2. Lifecycle & Operational Management

  • Provide expert guidance throughout the full asset lifecycle: design review mobilisation operation maintenance optimisation and decommissioning.
  • Ensure that all assets and facilities achieve optimal operational availability resilience and compliance.
  • Direct the mobilisation of FM and O&M contracts establish operational readiness programmes and oversee contractor onboarding and performance.
  • Ensure operations integrate seamlessly with the broader urban environmental and community context.

 

3. Procurement Contracts & Commercial Oversight

  • Lead the development of procurement strategies technical documentation scopes of work and highquality RFPs for all FM and O&M services.
  • Manage the full tendering process including bid evaluation technical and commercial assessment negotiation and contract award.
  • Maintain full budgetary and financial control ensuring cost forecasting contract variations cash-flow analysis and risk/opportunity tracking are accurate and timely.
  • Drive value engineering cost optimisation and commercial innovation across the FM portfolio.

 

4. Performance Compliance & Risk Management

  • Ensure all facilities operations and contractors comply with regulatory statutory environmental and HSE requirements.
  • Oversee the creation of risk registers emergency preparedness plans and business continuity strategies.
  • Implement quality assurance frameworks to monitor performance and ensure consistent highquality delivery across all service providers.
  • Conduct regular reviews of O&M delivery identify areas for improvement and implement corrective measures.

 

5. Stakeholder & Client Leadership

  • Serve as the senior point of contact for government entities municipalities regulatory bodies clients community groups and internal stakeholders.
  • Lead highlevel presentations executive reporting workshops and strategic planning sessions.
  • Build strong collaborative relationships with partners service providers and crossfunctional teams to ensure organisational alignment.

 

6. Team Leadership & Talent Development

  • Lead mentor and develop a multi-disciplinary team of FM landscape engineering and O&M professionals.
  • Cultivate a highperformance culture emphasising accountability technical excellence and continuous improvement.
  • Identify capability gaps and drive training succession planning and professional development initiatives.

    Technical & Professional Skills

  • Extensive experience (15 years) in Facilities & Asset Management of large complex multi-site environments.
  • Deep knowledge of O&M across hard services soft services infrastructure and large-scale landscape environments.

Qualifications :

Bachelors Degree in Facilities Management bachelors degree in urban design architecture or landscape or Equivalent
