ORGANIZATIONAL CONTEXT:
The World Food Programme (WFP) Peru Country Office supports the Government of Peru in addressing food security and nutrition challenges while strengthening national systems and resilience to shocks. Although Peru has achieved important progress as an upper middle-income country significant disparities persist particularly affecting rural populations indigenous communities and vulnerable groups in the Andean and Amazon regions.
Peru remains highly exposed to climate-related hazards including recurrent El Niño events floods droughts and landslides which continue to impact food security livelihoods and addition the country faces increasing pressures from regional migration flows particularly from Venezuela which place additional strain on social protection systems and basic service delivery.
Within this context WFP Perus Country Strategic Plan focuses on supporting national priorities through technical assistance capacity strengthening and targeted interventions. Key areas of engagement include strengthening shock-responsive social protection systems improving nutrition outcomes enhancing emergency preparedness and response capacities and promoting resilient and sustainable food systems. WFP works in close collaboration with government counterparts at national and subnational levels as well as with UN agencies development partners financial institutions civil society and the private sector.

JOB PURPOSE:
The Programme Officer will contribute to the design implementation monitoring and evaluation of programme activities aligned with the Country Strategic Plan. The role requires ensuring high standards of technical quality fostering effective partnerships and supporting evidence-based decision-making. The position also plays an important role in integrating cross-cutting issues such as gender equality protection accountability to affected populations and intercultural approaches ensuring that WFP interventions effectively reach and benefit the most vulnerable populations.

KEY ACCOUNTABILITIES (not all-inclusive within delegated authority):
1. Contribute to formulation of WFP-wide programme policies in line with both organisational strategy and the practical realities of operating in the field; or translate programme policy into Regional/Country level practices. Developing programme guidance and implementation modalities and operations to ensure a clear and strong connection between Global HQ and field operations..
2. Provide solid technical and managerial leadership on a broad range of strategically important and complex policy and programme issues (including assessment and analysis the choice of objectives activities transfer modalities and appropriate food products the deployment and testing of innovative approaches and the development of strategies) to support government efforts to reduce hunger and malnutrition.
3. Assist senior stakeholders of governments and other partners in identifying where food and cash assistance can be usefully employed and provide support and technical expertise for the planning formulation and implementation of food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at global national and sub-national levels.
4. Identify develop and nurture strategic and operational partnerships with the Government of Peru traditional donors civil society and private sector actors to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
5. Enhance WFPs leadership status in different forums on subjects related to food security livelihoods resilience engagement in humanitarian transition and development activities and other related issues through direct participation and/or through briefings information products and other materials.
6. Monitor and oversee preparation and dissemination of timely analytical and critical reports publications and a variety of information products or proposals for internal or external use to present a consistent picture to internal and external stakeholders and enable informed decision-making.
7. Advocate for resources for a broad portfolio of WFP projects including clearly articulating the need for food assistance and related programme opportunities and follow up on the resource situation of projects including commodity and cash availability.
8. Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to design and deliver effective food assistance programmes.
9. Lead motivate and develop a large and complex team of professionals to enable high performance.
10. Ensure the best use of assigned financial resources for achievement of set objectives.
11. Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.
12. Contribute to CO Emergency Preparedness i.e. early warning risk analysis and contingency planning in order to respond to humanitarian crises and needs.
13. Other as required.

OTHER POST REQUIREMENTS
1. Engage with other functional units Regionals (ROs) and Country Offices (Cos) on WFPs thematic regional and country- specific offerings developing content and language that speak to individual audiences and align with on-going policy dialogue in national and global forums Support alignment of partner engagement across the organization.
2. Proactively supports a wide range of aspects of a partnerships portfolio including partner
profiling data/trends analysis and outreach plan to maximize resources and leverage policy and technical support for WFPs work; Ensure partner visibility and that partner conditions are met.
3. Contributes to the preparation of partnership proposals strategic agreements joint strategies and/or MOU taking into account corporate norms processes and external regulations. Ensure quality control of content by engaging with relevant functional units ROs and COs

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education:
Advanced University degree in International Affairs Economics Nutrition/Health Agriculture Environmental Science Social Sciences or other field relevant to international development assistance or First University Degree with additional years of related work experience and/or trainings/courses.


Experience:
Five to ten years of relevant professional experience in designing and managing programme operations shaping country-level strategies and serving in Country Office roles including direct experience working in the South America region.


Language:
Fluency (level C) in English and Spanish language.
