Construction Project Management Specialist
Job Summary
You will need:
Bachelors degree in project management civil engineering business administration accounting law or relevant fields preferably with masters degree or equivalent.
At least 8 years of relevant professional experience in construction or infrastructure project management. This includes direct involvement in managing large-scale building projects contract administration construction supervision and resolution of complex technical and contractual issues; and at least 4 years of supervisory experience.
Experience in building and other construction contract management cost control variation assessment claims review value engineering and project planning. Experience with Guaranteed Maximum Price (GMP) open-book cost-plus or similar contract models is advantageous.
Proficient in relevant project management and construction management software and tools including project controls systems budget and document management platforms other relevant software data analysis applications and other relevant Microsoft 365 applications.
Detailed knowledge of Capital Development Authority (CDA) regulations and local government administrative systems institutions and procedures.
Experience organizing multiple tasks and producing professional quality outputs within required deadlines.
Experience providing strategic insight into analyzing complex situations and designing well thought out solutions and conducting research within clearly defined parameters and procedures.
Experience working with diverse project teams including PMC contractors architects engineers and specialist consultants.
Exhibit ability to collaborate with different internal and external clients in a multicultural environment work with teams as a constructive team member and coordinate with staff management colleagues and other stakeholders.
Excellent command of written and verbal communication skills in English.

This appointment is open to internal and external applicants.
This position is funded by a temporary funding source (e.g. a trust fund financing facility or capital expenditure budget) and therefore the renewal of the appointment and its duration are subject to the availability of the funding source.
This opening is a local staff position. It is open only to nationals and permanent residents of Pakistan.
This is a fixed term appointment with option to renew initially for a period of up to 3 years or up to the Normal Retirement Date (NRD) whichever comes earlier for the purpose(s) and conditions determined by ADB in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB based on factors including but not limited to the requirement of Staffs particular blend of skills and experience for the medium-term work program of the organizational unit sufficient funding to cover the renewed period and Staffs performance and suitability for employment. There is no limit to the number of renewals up to NRD. However this appointment is not convertible to a regular appointment.

Organizational Setting and Reporting Relationship
While the position of Construction Project Management Specialist resides with the Institutional Services Division (CSIS) within the Corporate Services Department (CSD) you will be strategically assigned to Islamabad at the Pakistan Resident Mission (PRM) within the Central and West Asia Department (CWRD).
You will report to the designated International Staff in the Field Office Support (FOS) Team within CSD in ADB Headquarters in Manila and have matrix reporting to Country Director PRM or designated International Staff in the Resident Mission. You will oversee junior team members.
Your position title upon appointment is Senior Real Estate Management Officer.
Your Role
As a Construction Project Management Specialist you will provide technical contractual and operational oversight support in implementing the PRM New Office Project to ensure management of quality cost schedule risks and stakeholder coordination throughout construction. You will play both lead and supporting roles in managing the PRM new office construction and be problem-solver collaborative team player and effective coordinator and communicator to ensure the successful completion of the new PRM office.
Your focus will be the successful execution of the construction phase of the PRM New Office Project. You will achieve this by providing client side technical oversight and project coordination and management support. Additionally you will identify implementation risks and review complex technical and contractual issues. Furthermore you will facilitate resolution among different stakeholders including the Project Management Consultant (PMC) General Contractor Architect/Engineer of Record consultants and others. You will be the on the ground point and provide independent assessment of project issues facilitate coordination among nominated contractors and consultants and other stakeholders escalate critical matters and support informed decision-making by ADB management.
You will:
Provide technical oversight of project implementation ensuring works are executed in accordance with approved contracts designs specifications and quality standards. Review and provide technical inputs on key recommendations submitted by the PMC including construction methodologies variation proposals cost/time implications risk mitigation measures and corrective actions before escalation to ADB management.
Lead on-the-ground project coordination and facilitate resolution of complex technical contractual and implementation issues ensuring alignment between ADB HQ PRM PMC General Contractor consultants and other stakeholders.
Manage institutional activities related to the PRM New Office project such as communication stakeholder engagement and other planning and coordination activities.
Support the procurement process with a technical and operation perspective. Monitor the entire contract lifecycle ensuring compliance with contractual obligations.
Coordinate with the FOS budget team PRM Finance and Administration Officer (FAO) and staff to manage capital expenditure (CAPEX) budgets revisions and project progress tracking.
Monitor project expenditure against the approved CAPEX budget to inform planning for new budget requirements reallocation needs or reprioritization.
Support oversight of the Guaranteed Maximum Price (GMP)/open-book contract arrangement by reviewing cost control measures value engineering initiatives change management processes and recommendations from the PMC to ensure ADBs interests are protected.
Analyze and validate project outputs and outcomes recommending corrective actions to ensure benefit realization.
Contribute to project presentation materials and documentation for Project Steering Committees and prepare project-related reports and documentation following governance frameworks.
Lead and provide support in coordinating with PRM CSD within ADB the government and other stakeholders.
Perform additional duties as needed and/or assigned and reflected in your work plan.
