JOB SUMMARY
| Responsible for coordinating governance regulatory compliance and technology program delivery across the Group Technology Products & Platforms (GTPP) portfolio. The role provides portfolio-level oversight of governance frameworks regulatory requirements documentation risks POCs milestones and approval gates ensuring technology initiatives progress effectively from concept through implementation or Go/No-Go decision.
The role serves as the central coordinator for portfolio governance regulatory engagement program reporting and decision-support materials working closely with Product Engineering Legal Compliance Risk Information Security Finance and other stakeholders. It also drives consistent program management practices maintains visibility of program health and regulatory readiness and provides management with timely information to support informed decision-making.

REPORTING RELATIONSHIPS

RESPONSIBILITIES
| 1. Portfolio Regulatory Documentation & Compliance
- Develop maintain and continuously update regulatory and licensing documentation across the technology portfolio including pMint and other technology ventures.
- Maintain a comprehensive register of regulatory obligations licenses approvals and compliance requirements applicable to relevant entities products and technology initiatives.
- Monitor regulatory obligations and coordinate timely completion submission renewal remediation and closure of regulatory requirements.
- Prepare and coordinate regulatory submissions license applications approval requests and responses to regulatory enquiries.
- Maintain appropriate evidence and supporting documentation for regulatory and governance requirements.
- Ensure regulatory documentation is accurate complete current properly version-controlled and maintained in approved repositories.
- Track regulatory dependencies and identify potential impacts of regulatory requirements on program timelines scope product design or implementation.
2. Portfolio Governance & Controls
- Develop and maintain governance frameworks policies decision rights approval processes control requirements and supporting documentation across GTPP programs.
- Establish and maintain appropriate governance gates for technology initiatives including POCs regulatory approvals implementation decisions and Go/No-Go decisions.
- Coordinate governance reviews and ensure that required approvals assessments evidence and stakeholder inputs are obtained before programs progress through defined gates.
- Maintain visibility of governance and compliance gaps across the portfolio and coordinate remediation actions with responsible owners.
- Partner with Legal Compliance Risk Information Security Internal Audit and other control functions to ensure adherence to regulatory and Group governance requirements.
- Maintain a portfolio-level view of governance risks dependencies outstanding approvals and key control issues.
3. Technology Program & Portfolio Management
- Coordinate the planning and delivery of technology programs and work streams within the GTPP portfolio with particular focus on governance regulatory readiness dependencies and approval requirements.
- Establish program requirements milestones dependencies deliverables risks decision points and stakeholder responsibilities.
- Monitor program progress against approved scope timelines milestones and governance requirements.
- Identify cross-programme dependencies bottlenecks resource constraints and issues that may affect portfolio delivery.
- Coordinate stakeholders across Product Engineering Legal Compliance Risk Information Security Finance external partners and other relevant functions.
- Maintain consolidated portfolio-level program status and provide visibility of key issues requiring management attention or decision.
- Support the Director of Group Technology Products & Platforms with portfolio planning prioritisation governance and program reporting.
4. Technical Program & Proof of Concept (POC) Management
- Define POC scope business requirements technical considerations regulatory considerations success criteria risks and acceptance gates.
- Coordinate the delivery lifecycle of POCs from initiation through execution assessment and Go/No-Go decision.
- Ensure that POCs have appropriate governance regulatory risk security and compliance considerations before execution.
- Manage POC timelines dependencies risks issues stakeholder engagement and decision requirements.
- Track POC outcomes against agreed success criteria and coordinate documentation required for subsequent implementation scale-up modification or closure.
- Produce executive-ready specifications governance papers program updates decision papers and supporting documentation.
5. Regulatory Reporting & Stakeholder Coordination
- Serve as the central point of coordination for regulatory governance and program reporting across the technology portfolio.
- Prepare periodic portfolio reports highlighting program status regulatory compliance governance progress risks dependencies key milestones and outstanding decisions.
- Coordinate regulatory engagements with regulators external advisers and relevant internal stakeholders.
- Track regulatory queries requests commitments and follow-up actions to ensure timely closure.
- Escalate critical regulatory governance program and delivery issues with clear recommendations and implementation options.
- Maintain an accurate record of key regulatory and governance decisions approvals commitments and actions.
6. Portfolio Risk Issues & Decision Management
- Maintain portfolio-level visibility of material program risks issues dependencies and regulatory concerns.
- Ensure high-risk issues are appropriately documented assigned to accountable owners monitored and escalated within agreed timelines.
- Coordinate mitigation and remediation actions and track them through to closure.
- Identify recurring governance regulatory or program management issues and recommend improvements to prevent recurrence.
- Prepare decision-support materials that clearly articulate the issue implications available options risks and required management action.

Requirements
SPECIFICATION / QUALIFICATION
Qualification
- Bachelors degree in Computer Science Information Technology Engineering Business Administration Law or a related discipline.
- Professional certification in Project Management (PMP PRINCE2) Governance Risk or Compliance is an added advantage.
Minimum Experience
- Minimum of six (6) years experience in Technical Program Management Governance Regulatory Compliance or Project Management within fintech financial services or another regulated industry.
- Demonstrated experience managing regulatory submissions and interactions with regulatory bodies.
- Proven experience delivering technical program and Proofs of Concept (POCs) through governance and approval processes.
- Strong understanding of Nigerian regulatory frameworks including CBN SEC NDPC (Data Privacy) and related financial services regulations.
Experience working with cross-functional teams across Product Engineering Legal Risk Compliance and Information Security.
Required Skills:
REQUIRED QUALIFICATIONS Bachelors degree in Finance Accounting Economics Banking Mathematics Statistics or a related discipline. Professional qualification such as CFA ACCA ICAN CTP or equivalent is an advantage. Relevant experience in Treasury ALM Finance Risk Management Banking or Financial Markets. REQUIRED EXPERIENCE 24 years of relevant experience in Treasury ALM Finance Risk or Financial Markets. Experience with liquidity monitoring and cash flow forecasting. Experience analysing financial and balance-sheet data. Exposure to interest-rate risk funding or financial-market activities. Experience preparing management reports and financial analysis.
