Overview
We are seeking an experienced HR Business Partner to support organizational and strategic HR initiatives within a dynamic public-sector environment. The role focuses on partnering with management teams on leadership development workforce planning organizational development talent management and change initiatives.
The successful candidate will act as a tactical and strategic HR advisor across multiple departments contributing to long-term organizational growth while supporting operational HR priorities.
Key Responsibilities
Strategic HR Partnership
Act as a strategic and tactical HR sparring partner for management teams
Align departmental annual plans with HR objectives and long-term workforce strategies
Support organizational development and leadership initiatives across assigned sectors
HR Operations & Advisory
Organize coordinate and optimize HR processes and initiatives within the assigned sectors
Collaborate closely with HR colleagues advisory teams and HR specialists
Provide clear solution-oriented HR advice to managers and stakeholders
Change Management & Projects
Lead HR projects and organizational change initiatives
Support themes such as:
Performance management
Workforce planning
Leadership development
Inclusivity and diversity
Team effectiveness
Guide managers through leadership and behavioral change processes
Stakeholder Collaboration
Work closely with HR Policy Advisors on the implementation of HR policies and tools
Partner with management teams to support organizational growth and transformation
Contribute actively as a member of sector management teams
HR Theme Ownership
Act as theme owner for key HR topics including absenteeism workforce planning and performance management
Support implementation and adoption of updated HR policies and tools
Required Skills & Experience
Completed HBO or WO degree in:
Strategic HRM
Human Resource Studies
Business Administration
Or a related field
Minimum 5 years of relevant experience in a similar HR Business Partner role
Experience managing organizational and leadership change processes
Strong understanding of modern HR trends and methodologies including lean and agile working
Experience operating within complex organizational environments
Preferred Competencies
Strong communication and stakeholder management skills
Excellent verbal and written communication abilities
Analytical and solution-oriented mindset
Strong influencing and advisory skills
Organizational sensitivity and empathy
