Environmental & Stakeholder Manager Shore Power Project260727-ST-001
Role Overview
We are seeking an experienced Environmental & Stakeholder Manager to lead stakeholder engagement requirement gathering and communication strategies for a major public infrastructure initiative focused on Shore Power (Walstroom).
This assignment is part of a multi-phase innovation and energy transition project. Phase 1 focuses on innovation standardization developing business case operating models and creating uniform implementation frameworks. Phase 2 will involve large-scale realization.
As the Environmental Manager you will act as the key link between the project team external stakeholders (ports shipping companies government bodies) and internal disciplines to ensure customer requirements shape the technical contractual and operational strategy.
Key Tasks & Responsibilities
1. Stakeholder Management & Engagement
Strategy & Analysis: Develop maintain and continuously update a comprehensive stakeholder analysis and engagement strategy.
Relationship Management: Build and actively maintain strong relationships with key external partners including ports shipping operators government bodies and industry groups.
Interest Mapping: Identify evaluate and prioritize stakeholder interests bottlenecks and opportunities to ensure smooth project alignment.
2. Customer Requirements & Operational Input
Requirement Gathering: Lead the structured collection of market and community requirements for the shore power operating model.
Strategic Translation: Translate gathered user/customer requirements into actionable inputs for:
Technical specifications
Contractual strategies
Business case comparisons & operating models
Cross-Discipline Alignment: Collaborate closely with internal specialists across IT/OT Contract Management and Project Control.
3. Internal & External Communication
Internal Channels: Establish and manage clear internal communication tools (e.g. project intranet pages progress updates) to keep the organization informed.
Reporting & Decision Support: Contribute to progress reports and prepare communication materials to support internal decision-making processes.
External Alignment: Prepare coordinate and execute external presentations meetings and participation processes with external partners.
4. Team Collaboration & IPM Coordination
Collaborate intensively within an Integrated Project Management (IPM) team structure.
Align shore power initiatives with related projects programs and broader energy transition strategies.
Success Criteria
The assignment will be considered successfully executed when:
An up-to-date widely supported stakeholder landscape analysis is in place.
Customer requirements are systematically gathered and embedded into technical/contractual inputs.
Clear actionable contributions are delivered toward the final shore power operating model.
Internal and external communications are structured current and effective.
Candidate Profile & Key Competencies
Professional & Educational Background
Education: Higher Vocational Education (HBO level) or equivalent demonstrable working level.
Language: Professional fluency in Dutch (written and spoken) is required.
Domain Experience: Proven background in environmental management (Omgevingsmanagement) stakeholder engagement or public infrastructure/energy transition projects.
Location/Presence: Ability and willingness to work regularly on-site in Utrecht to foster effective collaboration.

Analytical & Structured: Able to synthesize complex varied inputs into actionable requirements and strategic advice.
