Senior Facilities Manager

Primary Duties & Responsibilities

This role serves as the core management position for facility engineering at TBU MYS and VN manufacturing sites. The post holder will take full leadership of large-scale facility expansion projects reliability improvement initiatives cost optimization and energy efficiency upgrading programs across Malaysia and Vietnam. By leveraging the proven technical and management expertise from the Wuxi (WX) benchmark sites in China this role will establish a unified cross-site facility engineering standard system and process to ensure the stable high-efficiency and low-cost operation of facility systems at all overseas bases.

• Key Responsibilities

• 1. End-to-End Management of Large Facility Expansion & Critical Engineering Projects:

  Take full ownership of the full-lifecycle management of major projects in Malaysia and support Vietnam including new plant expansion and core utility facilitybuilding construction. Lead the whole process from preliminary requirement alignment feasibility study budget formulation bidding & tendering management to on-site construction control schedule tracking quality acceptance and final production handover acting as the primary project lead for all initiatives Coordinate cross-functional resources including local government authorities EPC contractors internal production teams and EHS departments to resolve location-specific compliance issues construction conflicts and resource gaps during project execution. Ensure 100% on-time delivery of all projects with cost variance strictly controlled within the approved budget Complete full documentation archiving for the entire project lifecycle and develop dedicated engineering archives for overseas site expansion projects to build reusable execution templates for subsequent similar initiatives

• 2. Cross-site Benchmarking & Continuous Improvement Project Leadership:

  Establish a monthly facility operation benchmarking mechanism aligned with benchmark of Wuxi site and Vietnam site. Track core KPIs including facility (OEE) unplanned downtime duration and unit maintenance cost and deliver structured benchmarking analysis reports on a regular basis. Lead dedicated facility reliability improvement projects in Malaysia and VN. Identify weak points in core utility systems including HVAC power distribution and compressed air and deliver targeted renovation solutions to achieve a continueys reduction in facility unplanned downtime. Spearhead comprehensive cost efficiency optimization projects. Deliver annual facility maintenance cost reduction program in Malaysia and VN through maintenance mode optimization local spare part substitution and process reengineering.

• 3. Cross-site Energy Efficiency Upgrade Promotion & Leadership :

  Leverage mature energy efficiency technical expertise from Wuxi site to coordinate the implementation of energy efficiency improvement projects across Malaysia and Vietnam covering introduce new technology gaps anaysis and managment improvement program. Build a unified real-time energy consumption monitoring platform for both sites implement sub-item energy metering system and deliver regular energy efficiency analysis and optimization plans. Achieve continues reduction in energy consumption per unit output to meet the phased carbon neutrality targets set by the group Organize monthly cross-site energy efficiency alignment meetings to synchronize project progress share best practices and resolve technical bottlenecks during energy efficiency retrofitting to form a replicable energy efficiency upgrade methodology for MYS and VN sites

• 4. Cross-site Technical Support & Process Standardization:

  Provide senior technical support for daily facility operations in Malaysia and Vietnam. Respond rapidly to critical facility failures lead root cause analysis and close-loop corrective actions to avoid recurring incidents Based on the proven management system from Wuxi site develop standardized SOPs covering facility maintenance specifications construction management protocols and safety operation procedures fully aligned with local regulatory requirements in Malaysia and Vietnam Organize regular technical and process training for facility teams across all sites to drive 100% implementation of standardized workflows eliminate management discrepancies between different locations and upgrade the overall professional capability of the APAC overseas facility team

Education & Experience

• Bachelors degree or above in Mechanical Engineering Electrical HVAC Civil or other facility-related disciplines. Technical expert of at least one of these facility system.
• Minimum 8 years of working experience in facility engineering designing or facility operation and mainteance for large-scale manufacturing industry with at least 3 years of proven experience in management role and familar with semiconductor and clean room enviroment.
• Candidates with prior working experience in China or Vietnam sites are highly preferred PMP (Project Management Professional) certification is a strong plus
• Fluent English as working language with full capability for daily business communication and technical document reading & writing. Basic conversational proficiency in mandarin is a bonus.
