Job Summary

Position Overview

We are seeking a commercially minded analytical and hands-on Finance & Business Operations Manager to lead our financial strategy internal accounting treasury management and operational HR administration.

In this pivotal management role you will bridge strategic FP&A and daily business operationsdriving financial planning desk productivity analysis revenue forecasting and margin optimization for our core Staffing Business Unit (BU). Concurrently you will oversee full-set accounting corporate treasury/money market investments placement fee credit control (AR) client vendor registration monthly consultant commission processing and SST statutory filings. You will also lead operational finance and client quotations for our Malaysian Employer of Record (EOR) arm while coordinating regional reporting with external partners in Singapore (SG) and Indonesia (ID). (Prior EOR experience is not required; on-the-job orientation will be provided).

Key Responsibilities
1. Staffing Business Unit (BU) FP&A & Strategic Finance
  • Staffing BU Budgeting & Forecasting: Lead monthly and quarterly financial planning revenue forecasting and expense budgeting across all recruitment desks practices and geographic business units.

  • Recruitment Performance & Unit Economics: Analyze key staffing performance metricsincluding Average Fee Per Placement Desk Productivity / Revenue per Consultant Candidate Placement Yield Billing vs. Cash Collection ratios and Customer Acquisition Cost (CAC) vs. Lifetime Value (LTV).

  • Profitability & Variance Analysis: Perform monthly P&L variance analysis (Actual vs. Budget vs. Forecast) for the Staffing BU providing actionable commercial insight to executive management on desk profitability margin drivers and overhead controls.

  • Strategic Financial Modeling: Build financial scenarios pricing models and fee sensitivity frameworks to support business development decisions desk expansions new consultant hires and EOR margin optimization.

2. Core Finance Treasury & Cash Management (Full-Set)
  • Full-Set Accounting Oversight: Manage daily full-set accounting operations including General Ledger (GL) Accounts Receivable (AR) Accounts Payable (AP) bank reconciliations and financial reporting.

  • Treasury & Investment Management: Oversee corporate treasury operations and daily liquiditymanage excess operational cash flows by actively executing monitoring and recording investments in money market instruments / liquid yield funds to optimize interest income while preserving working capital.

  • Cash Flow Forecasting: Prepare weekly and monthly cash flow forecasts across regional accounts to ensure optimal capital allocation for payroll vendor payments and investment liquidity.

  • Client Vendor Registration & Procurement Onboarding: Own the end-to-end vendor registration process for new recruitment and EOR clientscomplete corporate vendor forms submit required compliance documents (SST certificate SSM company profile bank details JTK license insurance policies) to client procurement teams and navigate client vendor portals (e.g. SAP Ariba Coupa Jaggaer).

  • Placement Fee AR & Credit Control: Oversee placement invoicing to recruitment clients track candidate guarantee periods enforce payment terms and actively drive credit control to maintain healthy agency cash flow.

  • SST Statutory Submissions & Compliance: Manage the end-to-end Sales & Services Tax (SST) processensure accurate SST application on billings prepare bimonthly SST-02 returns execute timely payments to the Royal Malaysian Customs Department (JKDM) and maintain total tax audit readiness.

  • Monthly Consultant Commission Calculations: Calculate verify and reconcile monthly commission payouts for recruitment consultants and desk leads based on monthly cash collections fee splits threshold targets and guarantee period validation.

3. EOR Commercial Inquiries Quotations & Operations (Malaysia)
  • EOR Client Inquiries & Quotations: Act as the commercial finance lead for incoming EOR inquiriesprepare detailed EOR fee proposals and quotations (calculating candidate base salary statutory employer oncosts medical insurance and monthly service processing fees) using established frameworks.

  • EOR Client Invoicing: Reconcile monthly candidate salaries statutory contributions (EPF SOCSO EIS HRDF) management processing fees and issue accurate monthly invoices to EOR clients.

  • EOR Candidate Claims & Benefits: Audit and process expense claims allowances and medical benefits for EOR candidates according to client employment handbooks and Malaysian Labor Law.

  • Onboarding & Offboarding Finance: Execute financial setups for EOR placements including pro-rated salary calculations final settlements and leave encashments upon contract completion.

4. Internal HR Regional Finance & Licensing Compliance
  • Internal Payroll & Monthly Commission Integration: Process monthly internal payroll employee expense claims and seamlessly integrate verified monthly consultant commissions and statutory deductions (EPF SOCSO EIS PCB) into monthly salary runs.

  • Regional Entity Oversight (SG & ID): Reconcile monthly accounts for regional operating entities in Singapore and Indonesia handling intercompany billings and multi-currency reconciliations.

  • Licensing & JTK Audit Readiness: Maintain and renew business licenses tax registrations and Private Employment Agency (Agensi Pekerjaan) licenses with the Department of Labour (Jabatan Tenaga Kerja / JTK) serving as the primary contact for statutory audits.

  • Education: Bachelors Degree in Finance Accounting Economics ACCA CPA or equivalent.

  • Experience: 4-5 years of progressive finance experience with proven exposure handling full-set accounting business unit financial management within professional services business corporate treasury/cash management (including money market instruments) credit control SST statutory submissions monthly recruitment commission calculations and HR/payroll operations. (Note: Prior EOR experience is not required).

  • Leadership & Strategic Acumen: Strong business acumen with the ability to translate financial figures into actionable insights for desk heads and business leadership.

  • Treasury Tax & Statutory Knowledge: Direct experience in cash flow forecasting and liquidity investment management client procurement onboarding processes thorough knowledge of Malaysian SST filing procedures (JKDM) monthly agency commission modeling the Malaysian Employment Act and JTK licensing requirements.

  • Regional Awareness: Working knowledge of Singapore (SG) and Indonesia (ID) accounting standards tax structures and multi-currency environments.

  • Technical Mastery: Proficiency in cloud accounting software (e.g. Xero AutoCount SQL Accounting) banking portals MySST portal payroll systems and advanced MS Excel / FP&A modeling skills (Pivot Tables VLOOKUP/XLOOKUP Scenario Modeling Financial Forecasting).

  • Key Attributes: High financial integrity assertive communication for AR management commercial judgment for client quotations and procurement filings and the ability to maintain strict confidentiality regarding corporate treasury assets consultant earnings and financial data.
