Job Summary

Our client a leading commercial bank in Cambodia is seeking an experienced Chief Risk Officer (CRO) to lead and strengthen its Enterprise Risk Management function.

Reporting to the Board Risk Committee the CRO will provide independent oversight of the Banks key risks and ensure that risk exposures remain within approved risk appetite limits capital and liquidity capacity.

The role will work closely with the Board Risk Committee CEO ExCo and senior management to strengthen risk governance risk culture and sustainable business growth.

Main Responsibilities

  • Lead and strengthen the Banks Enterprise Risk Management and Risk Appetite Framework.
  • Provide independent oversight and challenge across credit operational technology cyber/information model market liquidity capital and environmental & social risks.
  • Monitor asset quality portfolio concentrations emerging risks early-warning indicators and risk limit breaches.
  • Oversee credit portfolio risk ECL provisioning adequacy and portfolio stress indicators.
  • Lead enterprise stress testing and provide independent challenge on capital and liquidity adequacy and contingency planning.
  • Provide clear forward-looking risk advice and reporting to the Board Risk Committee CEO and ExCo.
  • Ensure timely escalation and remediation of material risk regulatory and control issues.
  • Strengthen operational resilience business continuity crisis management and third-party risk governance.
  • Build and develop a high-performing Risk Management team with strong technical capability and succession coverage.
  • Maintain effective engagement with regulators external auditors and other key stakeholders.

Main Requirements

  • 15 years of progressive banking or financial services experience with significant leadership experience in Enterprise Risk Management or a major risk function.
  • Proven experience leading a material second-line risk function; CRO Deputy CRO or equivalent senior risk leadership experience is highly preferred.
  • Strong enterprise-wide exposure across credit and non-financial risks including operational technology/cyber market liquidity capital and model risk.
  • Strong knowledge of risk appetite portfolio risk ECL/IFRS 9 stress testing capital and liquidity management.
  • Strong experience engaging with Board Risk Committees regulators executive management and other senior stakeholders.
  • Experience working within a well-established risk governance and control environment ideally within a commercial or regional bank.
  • Strong analytical and strategic judgement with the confidence to independently challenge and escalate material risks.
  • Bachelors degree in Finance Economics Risk Management Mathematics Statistics Business or a related field; a relevant Masters degree is preferred.
  • Professional qualifications such as FRM PRM CFA ACCA or equivalent are an advantage.
  • Cambodia banking and NBC regulatory experience is highly advantageous; broader ASEAN or emerging-market banking experience will also be considered.
  • High integrity independence sound judgement and strong leadership capability.
