Value Chain e-Employment Consultant

• Conduct desk review of available research studies related to value chain mapping and analysis with focus on E- employment (E- recruitment).
• Design and develop mapping tools, survey or interview questionnaires and data collection procedures (e.g., focus group discussions, key informant interviews, survey, etc.) in consultation with relevant experts including those from relevant entities in private sector or governmental sector.
• Map and assess available access to innovation, registration and certification, testing and accreditation, potential investments and access to potential export markets in the region and adjacent areas and provide appropriate and actionable recommendations.

Produce comprehensive and quality value chain analysis report and recommendations for Business Egypt project. Design and implement value chain analyzes of E-employment, work on stakeholder engagement and provide detailed recommendations on how and what can be done (potential interventions) to address key value chain bottlenecks and imbalances. Produce comprehensive and quality value chain analysis report. In addition to, covering the market and policy analysis, business enabling environment, institutional strengthening; inclusive business models, entrepreneurship; digital solutions/technologies, marketing, value chain finance, business support services; public-private platforms and partnerships available for E- employment.

• The expert should produce a work plan addressing the following in regard to E-employment:

• Market Opportunity (ies) Targeted: What is our overall vision for growth of this sector or value chain? Which market opportunities should the value chain target?
• Key Constraints that should be Targeted by Business Egypt (as aligned with the above vision and market opportunities)
• Identify the key interventions that Business Egypt should adopt among the three Objectives

• Provide four orientation sessions , one to the top management to endorse the report findings and the other three to present the value chain report and the action plan of E-employment to Business Egypt team.

TECHNICAL REQUIREMENTS

QUALIFICATIONS

• A Master’s degree or post graduate certificate in a related field.
• At least 15 years of proven, established experience in developing programs, content, material, and interventions for E- employment or related experience in employment sector.
• International experience and delivery of similar programs in similar ecosystems is preferred.
• Experience in delivering content to multi-stakeholder, diverse teams .
• Preferable experience in working with USAID projects.
• Strong background in participatory research, socioeconomic development, and employability programs with local governments.
• Strong technical knowledge on value chain of E-employment .
• Excellent writing and organizational skills; proven capacities in research work, data collection, presentation, analysis, and interpretation; capacity-building, and stakeholder coordination.
• Ability to engage with a wide range of stakeholders, from grassroots level to regional and national policymakers.
• Proven advocacy or research experience on value chain mapping, and business development.
• Relevant educational background in any field combined with relevant specialized experience.
• Experience/familiarity with policies and practices of USAID, intergovernmental organizations or international NGOs is preferred.
• For this position, fluency in English and Arabic is required and excellent skills in writing reports.
