Senior Project Manager Position - Sacramento, California for Federal Agency

Description The full-time Senior Project Manager directs, coordinates, implements, tracks, and oversees all aspects of a project, ensuring that it is aligned and executed with the strategy and goals of this Federal Agency organization. The ideal candidate will have public sector experience in California and is expected to deliver efforts on time with the highest level of quality.

PRIMARY RESPONSIBILITIES
Plan and implement large-scale, multi-phase projects
Help define project scope, goals, risks, and deliverables
Define tasks and required resources
Manage budget, costs, and allocation of project resources
Create and maintain project schedule and track deliverables
Support and direct the project delivery team
Lead quality assurance
Monitor and report on project progress
Present to stakeholders reports on progress as well as problems and solutions
Implement and manage change when necessary to meet project outputs
Coordinate multiple initiatives simultaneously, including workload prioritization
Evaluate and assess result of project
Publish Deliverable Expectations Documents (DEDs) and Deliverable Acceptance Documents (DADs) for functional, operational, and technical requirements
Execute knowledge transfer to client organization and work closely with implementation partner head office
Collaborate with head office team to produce polished deliverables to client

MANDATORY QUALIFICATIONS
Experience in all aspects of IT project governance and IT project management, with a strong preference to experience with:
State Administrative Manual (SAM)
Project Approval Lifecycle (PAL)
Statewide Information Management Manual (SIMM)
California-Project Management Framework (CA-PMF)
Software/System Development Lifecycle (SDLC)
Guide to the Project Management Body of Knowledge (PMBOK Guide) Experience implementing large systems for government
Experience developing project management standards
Current Project Management Professional (PMP) certification from the Project Management Institute
5+ years experience successfully managing and directing IT-related projects
Ability to communicate effectively, resolve issues, and produce assets in a clear and understandable manner. DESIRED QUALIFICATIONS
2+ years of experience with the State of CA
Experience in all aspects of IT project governance and IT Project Management in a federal, state, or municipal government setting
Additional relevant certifications may also include, but are not limited to: PMI-ACP, CSM, ITIL, Prosci, PgMP
Experience in any of the following industries: Transportation, Corrections & Rehabilitation, Healthcare, etc.
Proficiency in MS-Office, MS Project Professional, and MS Visio Professional
Ability to work well under pressure and meet short deadlines
Custom solution creation

EDUCATION, CERTIFICATION, TRAINING & EXPERIENCE
A Bachelor s degree in business administration or liberal arts or at least 8-10 years of equivalent experience (Engineering or IT related is desired).
Master s degree is a plus.
