12 years of experience needed to serve as the subject matter expert on data architecture for the agency's multi-year Data Management Project to modernize the agency's data management systems and implement an enterprise data warehouse.
The Data Management Project Data Analyst serves as the data analyst for the agency's multi-year Data Management Project to modernize the agency's data management systems and implement an enterprise data warehouse, with a focus on data asset analysis, supporting data quality measures, and the enhancement of reporting and analysis for program staff. Specific duties for the position include:
Specific Duties:
1. Manage data assets and respond to data questions.
2. Perform regular analyses on data assets to identify data quality or integrity issues.
3. Support the Data Management Project team to develop and maintain data quality controls.
4. Support the program staff and the Data Management Project team to develop and enhance data analysis and reporting to support program operations.
5. Support business data stewards and Data Management Project team in maintaining accurate data asset meta-data and updating data documentation.
6. Support the data stewards to troubleshoot and resolve data issues.
7. Support business users to obtain requirements for enhancements and/or new analytic assets, dashboards, and BI analytics, and BI usage support.
8. Assist in the Development of data asset training and documentation.
9. Participate in the development and implementation of a DOES data standard.
10. Participate in the development and maintenance of agency data security, privacy, policies, procedures, and best practices.

of Experience
Experience in applied statistical skills, including knowledge of probability, statistical inference, statistical tests, regression analysis.
Experience in frequency distributions, and maximum likelihood estimators. Econometrics; Psychometrics; Time-Series Forecasting.
Experience in the use of Business Intelligence and visualization tools such as Tableau, MicroStrategy, Plotly, Matplotlib, R-Markdown, D3, Excel Chart
Experience in the use of machine learning methods like k-Nearest Neighbors, Naive Bayes, SVM, Decision Trees, and Random Forest.
Experience in the advanced use of Excel Formulas & Charts
Experience with command-line scripting (Ex: Linux-Bash, GREP, SED, AWK, Kerberos, LDAP, CRON, Windows PowerShell, Windows Active Directory, Windows S
Experience with programing scripting languages (Ex: Python, R/RStudio, JavaScript, JSON/CVS)
Experience leveraging SQL relational databases to manage complex datasets and analytical reporting
Bachelor's Degree from an accredited four-year university in Computer Science, Information Management, or other relevant field is preferred.
Experience with Linux-based Operating Systems
Experience in monitoring related activities associated with data security, privacy, and controls.
Communication skills, both written and spoken, business level English mandatory
Strong communication skills - ability to articulate technical terms and complex data clearly to non-technical audience both verbally and in writing
Understanding of the Software Development Lifecycle (SDLC) in Agile and Waterfall environments
Proficiency with Agile Testing, Automation Testing, Black-box Testing, Unit Testings, Cross-Browser Testing
Writing System Guides, Manuals, and User Guides for complex systems
Ability to communicate effectively with all levels of the organization including business owners, leaders, and executives.
Experience in creating Dashboards in Tableau and/or MicroStrategy
Familiarity with Scikit-Learn, Sklearn, Scipy, Statsmodels, Numpy, and Pandas
Familiarity with Erwin Modeler, SAS, and/or Stata
Familiarity with Pytorch, Spark, Tensorflow, and/or BigML
3 days onsite, 2 days remote.
