Role Purpose

Urgent Civil Enforcement Officers x 10

12 month contract


Temporary role 18.03 ph ( inc holiday pay)
JOB SUMMARY:

The primary responsibility of the parking and traffic enforcement officer is to issue Penalty Charge Notices throughout the borough and to do so in a courteous and professional manner. Additionally the officer must identify and report vehicles that are parked in contravention of the relevant restrictions or that are abandoned. This may involve working as part of a twoperson crew to assist with the removal of vehicles and directing the removal process as required.

ROLE REQUIREMENTS:

Enforce traffic and parking regulations on highways and car parks by issuing Penalty Charge Notices and Civil Penalty Notices. Implement parking rules and conditions in nondesignated public highway areas with the issuance of Civil Penalty Notices. Identify and request the removal of vehicles that are parked illegally abandoned or untaxed. Undertake inspections and checks on vehicles with blue badges including verifying their status using the blue badge database app and report any misuse theft loss or expiration. Determine the most appropriate enforcement action for each situation such as issuing PCNs requesting removal or confiscation of blue badges and collaborating with the Fraud team for potential legal action. Provide security advice and information on the proper use of blue badges to blue badge holders and their companions. Record accurate and detailed accounts of events in pocketbooks and provide witness statements when requested by the Fraud team for use in legal cases.

There may be a need to attend court as a witness on behalf of the authority.

To evaluate the risk when approaching and conversing with each person using a blue badge and throughout the interaction.

When working in a twoperson crew authorise the removal of vehicles in accordance with the Councils criteria and all applicable legislation guidance and codes of practice.

To report faulty parking equipment signs and lines.

To report issues that require investigation and/or action by other services within Tower Hamlets such as defective streetlights signs litter rubbish graffiti and fly tipping.

To conduct parking enforcement by patrolling the boroughs streets and estates on foot bicycle or motorised twowheeler.

Ensure that all vehicles used during bicycle or motorised twowheeler patrols on the boroughs streets and estates are secured.

Ensure that all equipment used in the issuance of PCNs is in working order and is always kept secure including but not limited to handheld computers bodyworn cameras mobile phones printers and radio communication.

As needed provide statements to support cases handled by the independent adjudication service and appear as the Councils witness at such hearings and in court.

Provide support and conduct surveys while disseminating informational brochures and flyers as needed.

Implement parking and traffic regulations on roads and in parking lots by issuing Penalty Charge Notices and Civil Penalty Notices as appropriate.

Abilities/Experiences

  • 12 months experience of working facetoface with the public (essential).
  • Twelve months experience working as a Civil Enforcement Officer (essential).
  • Communicating clearly and tactfully when dealing with the public (essential).
  • Dealing with customers who may be upset angry or aggressive (essential).

Qualifications

  • City & Guilds 1950 Parking Enforcement or NVQ level 2 in controlling parking areas (desirable).
  • Full driving licence (desirable).

Knowledge/Skills

  • Ability to write clearly and legibly when making manual records (essential).
  • Be able to use handheld computers to input check and update information (essential).
  • Basic numeracy (essential).
  • Be physically fit and able to patrol on foot in all weather conditions and work weekends and evenings on a regular basis (essential).


Experience Having prior experience in civil parking enforcement, both on and off street, within a Traffic & Parking Control environment is preferred. Experience in operating a civil parking enforcement Management/processing software system for the issuing of Penalty Charge Notices is also preferred. Knowledge of the statutory guidance of the Traffic Management Act 2004 and ability to undertake administrative, enforcement or other duties under the act is desirable. Experience in specific Health & Safety processes required in a lone working environment is also desirable. Qualifications City & Guilds Level 2 Award for Civil Enforcement Officers (parking) or equivalent is preferred. Working conditions/circumstances The ability to work outside of core hours. Ability to work both individually and as part of a team.
