Head Start Project Manager

Job Summary
ICF is seeking an experienced Project Manager to lead delivery of the Head Start National Customer Service Improvement Project (CSIP). This role provides overall project leadership and coordination ensuring high-quality execution of program management and data management services supporting the Administration for Children and Families (ACF) Office of Head Start (OHS).
The Project Manager serves as the primary point of contact for project execution oversees multidisciplinary teams and ensures all work is delivered on time within scope and in alignment with contract requirements and ICF quality standards.
Key Responsibilities
- Lead day-to-day management of a large multi-year federal contract supporting Head Start and Early Head Start programs nationwide.
- Oversee implementation of project management quality control communications and staffing plans.
- Ensuretimelyand compliant delivery of all contract milestones reports and deliverables.
- Monitor performance against established metrics and proactively address risks and issues.
- Serve as the primary liaison with government stakeholders coordinating communications and project activities.
- Plan andfacilitaterecurring status meetings performance reviews and briefings.
- Ensure clear documentation of decisions actions and outcomes.
- Lead and coordinate a multidisciplinary team includingprogramsupportgrantsmanagement data management and analytics staff.
- Support recruitment onboarding training and performance management of project staff.
- Foster collaboration accountability and continuous improvement across the team.
- Oversee project budgets and staffingutilization.
- Review monthly financial reports and support cost control and forecasting activities.
- Coordinate travel planning and approval processesin accordance withfederal requirements.
- Support process improvement initiatives using data-informed insights.
- Promote consistent practices andsharing knowledgeacross project teams.
Required Qualifications
- Bachelorsor Mastersdegree in business public administration or related field from an accredited university or college.
- Certified Project Management Professionals (PMP) or equivalent certification preferred.
- 10years of progressively responsible project or program management experience.
- 5 years of experience supporting HHS ACF or Office of Head Start programs.
- 5years of supervisory or team leadership experience.
- 1 years ofexperience managing complex high-profile projects with multiple stakeholders.
- US government issued security clearancerequired(will beinitiatedupon hire)
- Valid drivers license and ability to pass an MVR check.
PreferredQualifications
- Knowledge of federal grants program oversight or data-driven operations.
- Experience managing remote or distributed teams.
- Excellent written and verbal communication including executive reports and briefings.
- Ability to prioritize resolve issues and lead teams in dynamic settings.
- Preference for experience in federal grants or human services programs.

Pay Range - There are multiple factors that are considered in determining final pay for a position including but not limited to relevant work experience skills certifications and competencies that align to the specified role geographic location education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
