Utilize substantial knowledge of compliance and best practices in recruiting screening assessing and selecting individuals for public sector positions provide guidance support and direction to HR staff and others.
Act as a subject matter expert in the efficient use and maintenance of information in NEOGOV.
Develop and deliver internal training to increase knowledge and proficiency in the delivery of talent services.
Promote King County as an Employer of Choice by being knowledgeable about the overarching goals of the County the benefits of being a King County Employee and general knowledge about the benefits of living and working in the Pacific Northwest.
Provide consultation support and training as it relates to the recruitment practices workflows information tools and resources. Lead the execution of staffing and recruiting strategies identification of solutions to talent shortages. Identify opportunities to engage with and source applicants through on-line social media and/or community and networking events.
Lead in the achievement of talent acquisition initiatives to include outreach branding and building on the library of talent acquisition resources available to County HR practitioners.
Evaluate existing tools systems practices and procedures to identify potential barriers that may impact potential job seekers or HR practitioners. Continually monitor market conditions as related to talent needs across the County.
Manage and perform full-cycle recruitment processes for complex roles and/or senior/executive leadership as needed.

Principles practices and knowledge related to public sector recruitment and selection including:
Staffing workforce planning budgeting and authority
Classification and compensation principals
Employee benefits programs practices and laws
Labor contract negotiation and collective bargaining agreements
Skill in:
Data analysis and application in workforce planning and talent acquisition activities:
Ability to gather data and conduct complex analysis of information
Identify gaps and potential solutions to increase equity in activities and outcomes
Effectively present statistical and narrative information to all audiences
Training curriculum development and delivery to diverse audiences.
Problem-solving consensus gathering and decision making.
Interpreting explaining and applying pertinent laws rules regulations policies guidelines.
Providing effective and legally defensible consultation and recommendations on a full range of issues in talent acquisition.
Qualified candidates will possess the following minimum qualifications:
Bachelors degree in business administration Human Resources or a related field AND
Five years of increasingly responsible professional-level talent acquisition experience in a public sector role that includes:
Independently conducting multi phased full-cycle recruitment/selection processes across a broad spectrum of disciplines
Proficiency with NEOGOV Insight and the ability to conduct complex system data analysis and reconciliation.
Developing and delivering NEOGOV Insight training as well as other courses designed to equip HR professionals with essential knowledge regarding recruitment and selection.
ORany equivalent combination of education and experience that clearly demonstrates the ability to perform all the essential duties of the position.
Desirable qualifications that will be helpful in this role:
Demonstrated success in conducting executive/senior leadership recruitments.
Providing consultation to leadership in regard to talent trends best practices and outcomes.

Work Schedule This position is exempt from the provisions of the Fair Labor Standards Act and therefore not overtime eligible. Employees are paid on a bi-weekly schedule every other Thursday comprising a 40-hour workweek normally 8:00 a.m.-5:00 p.m. Monday through Friday.
Union Membership This position is represented by Teamsters Local 117 Professional & Technical.
Teleworking Requirement: This position works a hybrid schedule of remote and onsite work requiring work in the office at least three days a week. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. The primary onsite location is King Street Center 201 S. Jackson Seattle Washington 98104. Hybrid work schedules and/or work locations are subject to change based upon operational necessity.
