This is a full-time project position currently funded through 10/30/30.
This home-based (remote) position is open to Washington residents and those on the ID/WA and OR/WA borders. Field work will be communicated in advance and is expected about 4 times per year in rural areas across WA state.
The mission of the Department of Health (DOH) is to protect and improve the health of people in Washington State. Within the Executive Office of Prevention Safety & Health the Center for Whole Person Care (CAWPC) champions a vision of equitable access to comprehensive health and social services for all individuals across the state. CAWPCs mission focuses on fostering partnerships addressing health inequities through data-driven insights strengthening health systems and workforce capacity and amplifying community voices to ensure high-quality whole person care.
The Rural Workforce Incentives (RWI) Program Coordinator oversees the administration of up to $10 million in recruitment & retention incentives to strengthen the health workforce with particular focus in rural areas. The RWI Coordinator is responsible for a large portfolio of contract management facilitates health care sector partnerships and applies program accountability to ensure public funds produce measurable and lasting improvements in rural health workforce resilience and capacity.
This position is located in CAWPC within the J-1 Visa Waiver Rural Workforce Incentives and Grow Your Own grants (JRIG) unit and reports to the JRIG Director. This unit works to increase the capacity of the health care system by investing in strategic approaches to bolster the health care workforce.
Key Responsibilities Include:
Grant & Contract Management
- Manage a large portfolio of contracts and workforce incentive agreements.
- Monitor deliverables timelines budgets and compliance requirements to ensure accountability and effective stewardship of public funds.
- Provide technical assistance and guidance to grantees and partners throughout the contract lifecycle.
Workforce Development & Partnerships
- Build and maintain collaborative relationships with health care employers such as Critical Access Hospitals and Rural Health Clinics workforce development partners and rural stakeholders.
- Support initiatives that strengthen recruitment and retention of health care professionals in rural and underserved communities.
Program Coordination & Evaluation
- Track program outcomes and apply data-driven approaches to evaluate effectiveness and identify opportunities for improvement.
- Develop reports recommendations and program materials to support leadership decision-making and legislative or funding requirements.
- Ensure program activities align with statewide workforce and health equity goals.
Communication & Collaboration
- Represent the program in meetings workgroups and stakeholder engagement activities.
- Communicate clearly with internal and external partners regarding program expectations requirements and outcomes.
- Collaborate with multidisciplinary teams to advance CAWPCs mission and strategic priorities.

Required Qualifications
There are multiple pathways to qualify for this position. You must meet one of the options provided and any additional criteria listed. Option 1: A bachelors degree or higher in public health health administration public administration business administration or a related field; and four years of experience coordinating managing or providing consultative support for a workforce development education social services or health services program.
Option 2: Eight years of experience coordinating managing or providing consultative support for a workforce development education social services or health services program.
Additional required knowledge skills abilities and experience for both options
- Project management experience overseeing multiple concurrent projects
- Strong written and verbal communication skills including ability to write clear contracts which may include statements of work requests for proposals and reports.
- Use of Microsoft Office software for daily tasks (MS Word for document creation and formatting MS Outlook or similar email systems for electronic correspondence MS PowerPoint for presentation creation and formatting MS Teams for virtual meetings)
- Two years of experience managing contracts in a government non-profit or public health setting
- Experience working in or with rural or Tribal health systems or communities
Preferred Qualifications

- Knowledge of principles and best practices for workforce recruitment and retention;
- Knowledge of current trends and workforce challenges relating to health care providers and rural health care organizations;
- Familiarity with federal and state financial management regulations and grant compliance requirements;
- Experience with DOH procurement contract management policies tools and procedures.

Working Conditions:

Work Setting:
- The duty station for this position is home-based. Some in-person offsite and onsite work activities are expected according to business needs. Onsite work is conducted in an open office environment.
- The position requires repetitive use of a computer for the majority of the workday inputting data into spreadsheets creating and modifying electronic documents preparing presentations and using email and the internet.
- Exposure to hazards is limited to those commonly found in indoor at home or office environments. This position is sedentary working at a computer for extended periods.
Schedule:
- Standard DOH business hours are Monday to Friday 8:00 a.m. to 5:00 p.m.; however an alternate or flexible work schedule may be considered at the employees request subject to supervisory approval.
- The position would not normally require working in excess of 40 hours per week but if it became necessary for business needs your supervisor would notify you in advance.
Travel Requirements:
- Travel statewide is required at least quarterly for site visits partner meetings and convenings as needed including travel to rural and remote areas of Washington State
- When traveling for work the position may require traveling alone or with another employee for multiple days and nights within the state.
- When driving for state business the employee must be able to legally operate a state or privately-owned vehicle; OR provide alternate transportation while on state business.
Tools and Equipment:
- This position uses standard office furniture and equipment such as a desk office chair cell phone computer monitor(s) keyboard and mouse; and when in the office the position may also require the use of a printer phone fax machine and/or copy machine.
- This position requires reliable access to an internet connection sufficient to perform all job duties remotely.
Customer Interactions:
- The position regularly requires engaging with customers in a variety of virtual and in person settings.
- Customers include agency staff other state agencies legislators local health jurisdictions federal government external partners including health care employers and community-based organizations statewide professional associations and educational institutions.
