THIS POSITION IS SHORT TERM MAX 1000 HOURS PER CALENDAR YEAR

North Wind Services is actively seeking individuals who can contribute to national security within the science technology and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customers mission. Available employment opportunities may range from administrative and logistical support to advanced technical positions.

Qualified applicants must be a US citizen at least 18 years of age and able to meet pre-employment requirements including any required physical drug screen and/or background investigation to satisfy clearance requirements from the Department of Energy.

Successful candidates will be employees of NWS a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore CA. Though employed by NWS the employee will take day-to-day directions from technical personnel employed directly by the research laboratories. Pay benefits Human Resource and Employment Management functions are provided by NWS.

The Engineering Directorate has an opening for a part-time Senior Engineering Technical Instructor to leverage engineering expertise enhancing the Superblock engineering and safety systems training program by applying modern training principles and evidence-based learning theory and practice. The Superblock is a DOE Hazard Category 2 nuclear facility. The successful candidate will work within regulatory requirements and operational demands and use your extensive technical nuclear safety systems engineering documentation and instructional experience to facilitate and implement highly technical training courses and curricula for employees supporting high-risk environments in nuclear facilities. This position will report programmatically to the Superblock and administratively to the Defense Technologies Engineering Division (DTED) within the Engineering Directorate.

This position may offer a hybrid schedule which includes flexibility to work from home up to one day per week after a probationary period. The specifics of the hybrid schedule including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

Essential Duties
- Deliver advanced technical training in classroom lab simulator and OJT settings for certified operators engineers and other technical personnel with emphasis on new-hire and qualification pipelines.
- Assess impacts of facility engineering programmatic and safety basis changes and update curricula lesson plans and delivery methods to maintain required knowledge and skills.
- Apply the Systematic Approach to Training (SAT) to analyze needs design and implement interventions and evaluate training effectiveness for engineering and operator populations.
- Develop and execute individualized support plans such as targeted 1:1 instruction mentoring and structured remediation to address performance gaps and ensure qualification progress.
- Ensure regulatory and institutional compliance by interpreting requirements (DOE OSHA RCRA DOT and LLNL) with SMEs and translating them into measurable learning objectives and qualification standards.
- Review and validate training materials and evaluations for accuracy rigor and alignment with approved safety basis engineering controls procedures and facility processes.
- Diagnose and resolve complex training and qualification issues including systemic failures bottlenecks and recurring errors linked to procedures configuration control limits and engineered safety features.
- Lead and influence training quality and consistency through technical rigor standardized content and high-consequence instructional strategies including abnormal condition training.
- Contribute as a technical training SME by advising management participating in high-level reviews/assessments and aligning program elements with organizational strategy and facility safety systems.
- Lead training improvement initiatives and sustain technical credibility by managing projects that enhance qualification pathways evaluation methods and training infrastructure and performing technical tasks/projects to maintain facility currency.

Essential Skills Knowledge and Abilities
- A current U.S. DOD TS or U.S. DOE Q-level security clearance.
- Bachelors degree in engineering Science or Related Technology or equivalent combination of education and related experience.
- Extensive experience working in a DOE Nuclear Facility as a designated safety systems engineer.
- High-hazard engineering/technical experience (nuclear or equivalent) with demonstrated knowledge of engineered safety features control strategies and operating limits.
- Broad applied engineering/science expertise as it relates to nuclear safety including disciplined operations configuration control safety basis implementation and conduct of engineering.
- Advanced training needs analysis and SAT-based solution development (design development implementation and evaluation) including targeted instruction mentoring and individualized development plans for qualification support.
- Proficiency in instructional methods and learning technologies across classroom OJT virtual and multimedia delivery including objective-based evaluations and performance demonstrations.
- Experience with training software and multimedia tools with emphasis on online training development and delivery.
- Strong analytical problem-solving and project planning skills to resolve moderately complex issues involving compliance qualification rigor and technical accuracy of safety and engineering content.
- Effective communication and interpersonal skills to convey complex technical content to varied audiences work independently or collaboratively and handle sensitive matters with discretion.

Desired Skills Knowledge and Abilities
- Masters degree in engineering or related applied sciences field.
- Extensive experience designing and developing training programs in a regulated environment including programs where training products must remain aligned with configuration-managed requirements facility documentation and approved safety basis elements.
- Extensive experience developing training for off normal or emergency response situations including integration of engineered safety features alarms/indications limiting conditions for operation and decision-making under abnormal plant conditions.

Special Requirements
Pre-Placement Medical Exam: A job-related pre-placement medical examination may be required.
Pre-employment drug test: External applicants selected for this position will be required to pass a post offer pre-employment drug test.
Anticipated Government Clearance Level: Q (position will be cleared to this level). Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified information or addition all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country) you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
