BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Senior Advisor for Cash Coordination is responsible for advising senior management and guiding technical staff in HQ RBs and COs on cash coordination and for leading strategic engagement with external stakeholders. The position works closely with the chiefs and other senior staff in the division to ensure coherence in our overall approach to external relations communications and resource mobilization.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Lead on all issues related to cash coordination ensuring that the management team in the division as well as regional bureaus and country offices are kept up to date on key issues affecting operations.
2. Advise the DED Programme and Policy Department on cash coordination issues on the agenda of high-level fora such as meetings of the IASC principles bi-annual high-level meeting with UNHCR.
3. Provide inputs on cash coordination issues to regular CBT topic and country briefs and Leadership Group talking points.
4. Develop an external relations strategy for the new Cash Policy including promulgation of the policy to key stakeholders.
5. Provide regular updates on cash coordination to senior management across the organization (Division Directors Liaison Offices Regional Directors Country Directors).
6. Develop a guide to cash coordination for technical staff in country offices.
7. Facilitate discussion with the division director and DED to arrive at WFPs position in relation to key issues and communicate these to relevant internal and external stakeholders.
8. Review relevant documents and reports; highlight problems and issues to be addressed and take corrective action.
9. Represent WFP on the global Cash Advisory Group ensuring global cash coordination standards are set. Follows the transition plan closely highlighting what is working well and what is not and recommending remedies.
10. Represents WFP on other global interagency groups established by CashCap CaLP the Grand Bargain etc.
11. Lead WFPs engagement in UN Common Cash Statement with key focal countries ensuring that lessons from that initiative are worked into WFPs global approach to interoperability and joint procurement etc.
12. And any other related duties as needed.
DELIVERABLES AT THE END OF THE CONTRACT:
A. A live cash coordination record that highlights what is and isnt working in each country.
B. A leadership voice in the CAG and other interagency fora.
C. Regular communication with country directors about key issues related to cash coordination and WFPs position on them.
D. A cash coordination guide for CBT staff in country offices.
E. An external relations strategy for the new Cash Policy.
F. Reformulate the guidance for the cash chapter in the HRP and facilitate agreement amongst stakeholders for the new approach.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree (masters degree or equivalent) in Social Sciences. Formal training in Cluster co-ordination or previous Cluster experience. Formal training in operational cash programming or previous operational cash programming experience desirable.
Experience:
More than twelve years of progressively responsible experience in humanitarian coordination policy and advocacy food security sector/CBT programme management emergency preparedness or other related area is required.
Knowledge & Skills:
Senior expert in cash coordination with a good understanding of the international humanitarian aid donor and development communities.
Strong analytical skills in order to identify systemic issues and develop viable solutions. Ability to work and plan at strategic as well as operational levels. Understanding of the Humanitarian response architecture including co- ordination mechanisms and humanitarian reform and actions required.
Strong interpersonal negotiating and diplomatic skill with the ability to establish effective working relations with people at all levels and of different nationals and cultural background.
Experience of high-level coordination and chairing of meetings; ability to work witha diverse group of stakeholders and develop consensus and joint working; excellentEnglish communication skills both verbal and written.
Ability to prioritize multiple tasks under tight deadlines in a timely manner in a dynamic environment.
Languages:
English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required.
