Job Summary

Introduction

** THIS POSITION IS OPEN TO CURRENT CITY OF MILWAUKEE EMPLOYEES ONLY**

Purpose

The Recruiter for the Fire and Police Commission(FPC)develops coordinates and implements a comprehensive and effectiverecruitment effort for entry-level positions in the Police Fire and EmergencyCommunications Departments.

Essential Functions

Strategic Recruitment Planning

  • Identify and develop new strategies and venues to enhance recruitment efforts with a particular emphasis on police officer recruitment.
  • Develop recruitment strategies to ensure community representation for all ranks of the Fire Police and Emergency Communications Departments; build talent pools for future promotional opportunities.
  • Develop and monitor key metrics and costs related to recruiting and retention.

Social Media Marketing

  • Work closely with the Community Outreach Coordinator to employ digital marketing techniques to implement recruitment initiatives including planning campaigns providing content and monitoring the platforms.
  • Assess and implement best practices relative to the use of digital marketing in recruitment including analyzing available platforms and data; create linkages across departments.
  • Maintain a highly visible responsive and effective social media recruiting identity that provides accurate updated information regarding jobs within the Fire Police and Emergency Communications Departments.
  • Collaborate with other City departments and elected officials to create and share content.
  • Act as the producer and creative director for social media content.
  • Develop content strategies for Facebook Twitter Instagram LinkedIn TikTok YouTube and other emerging social media platforms.
  • Work closely with the Common Council-City Clerks Workforce Development staff to market positions and to ensure a consistent high-profile presence on Direct Connect MKE.
  • Engage with the community across all social media channels promptly.
Community Outreach
  • Create enhance sustain and evaluate relationships with key community groups high schools colleges and universities to improve the Citys ability to identify attract and hire high-quality candidates.
  • Represent the City at recruitment events such as career fairs job assistance programs health fairs festivals block parties summer safety cookouts church functions open houses and sporting events.
  • Develop community outreach programs and organize job fairs.
  • Appear on television and radio programs; participate in speaking engagements to promote job opportunities within the Milwaukee Fire Department (MFD) Milwaukee Police Department (MPD) and the Department of Emergency Communications (DEC).
  • Explain the application selection and training process to potential applicants in person and via phone.
  • Work with Milwaukee-based community partners outreach programs high schools colleges and universities to develop candidate sources.
  • Identify and work to remove barriers in the application and selection processes.
  • Craft and pitch positive stories regarding the work of the employees of FPC MPD MFD and DEC and why people should work for these departments.
  • Field and respond to media requests appropriately directing inquiries.

Direct Marketing and Networking

  • Identify potential candidates through job boards and other search engines; directly contact potential candidates.
  • Create job advertisements to post on Internet websites and in various media publications.
  • Develop informational presentations about career opportunities and selection processes using PowerPoint.

Staff Coordination

  • Identify arrange and coordinate participation at recruiting events for FPC MPD MFD and DOC recruiting personnel.

Conditions of Employment

The Recruiter must be willing and able to do the following:
  • Work beyond regular business hours to meet departmental needs including evenings and weekends to participate in activities such as college and career fairs and community events.
  • Perform work in all Milwaukee neighborhoods and travel regionally.
  • Stand for long periods of time walk to and from venues bend to lift and move materials weighing 20-30 pounds regularly including boxes of paper materials tablets laptops marketing screens and tables/tablecloths for recruitment fairs and events.

Minimum Requirements

  1. Regular status as a City of Milwaukee employee having successfully completed a probationary period for a civil service position or status as a City of Milwaukee employee in a fixed-term position.
  2. Bachelors degree in human resources management marketing psychology communication arts public relations public administration or a related field from an accredited college or university.
  3. Two years of professional-level experience identifying evaluating and implementing high-impact recruitment strategies including leveraging social media for recruitment.
  4. Valid Wisconsin drivers license at the time of appointment and throughout employment.

Equivalent combinations of education and experience may be considered.

  • Verbal communication skills to communicate clearly and effectively with potential applicants high school and college representatives community groups other governmental agencies and the media.
  • Presentation and public relations skills to confidently represent the City of Milwaukee relative to recruitment before various audiences large and small.
  • Ability to develop and maintain effective working relationships with supervisors co-workers recruiting partners public officials and the general public.

Current Salary

The current salary range (Pay Range 2JX) is $72768-$95390 annually and the resident incentive salary range for City of Milwaukee residents is $75679-$99206. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job-related and will consist of one or more of the following: an evaluation of related education experience and accomplishments an evaluation of written communication interviews and/or other assessment methods. The Department of Employee Relations and the Fire and Police Commission reserve the right to call only the most qualified candidates to proceed in the selection process. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.
INITIAL FILING DATE The selection process will be held as soon as practical after the deadline listed above. Receipt of applications may be discontinued at any time after this date without prior notice. However recruitment may continue until the Citys needs have been met. NOTE: Transfer/Promotional Opportunities and Promotional Examinations are not open to Milwaukee Public Schools employees or to the public. Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process who have successfully completed a probationary period for a Civil Service position or who have status as a City of Milwaukee employee in a fixed-term position will be considered. Individuals with exempt provisional temporary or emergency appointments are not eligible for transfer.
