Job Summary
The Business Specialist provides critical business support services to school districts in Region 3 including technical assistance training and support in accounting school finance and E-Rate services. The Business Specialist may also provide internal bookkeeping services for the Service Center. The Business Specialist I has proficient knowledge of accounting and finance principles and an interest in helping school districts process payroll manage their books and budget oversee student and finance data submission and reporting and other local state and federal grant support.
MINIMUM QUALIFICATIONS
- Bachelors degree in business accounting or related field.
- Proficient knowledge of the field of school finance and school district accounting.
- At least one year of experience in the field of finance or accounting.

- Proficient knowledge and understanding of school finance budgeting and accounting systems
- Ability to conduct onsite technical assistance and to lead staff development
- Ability to interpret policy procedures and data

- Ability to make independent decisions regarding planning organizing and scheduling
- Highly resourceful team-player with the ability to also be extremely effective independently
- Knowledge of policy and procedures and ability to ensure compliance
- Flexible with the ability to respond to unexpected changes quickly calmly and efficiently
- Effective organizational communication (verbal and written) problem-solving and interpersonal skills
- Maintain professionalism and emotional control under stress
ESSENTIAL FUNCTIONS
- Provide technical assistance and deliver training in school finance budget development and financial managementto school district personnel.
- Provide various functions of accounting and payroll services including school finance E-Rate transportation foodservices etc.
- Work with internal Service Center district bookkeeping services personnel in performance of their dailyresponsibilities.
- Perform state funding calculations for public schools.
- Conduct revenue/cost analysis for school districts.
- Prepare submit maintain and file all reports records and other documents as required.
- Support school districts to file their E-Rate compliance forms in timely manner and strategize for how to maximizethe total benefit of the E-Rate discount.
- Demonstrate professional conduct and standards in all aspects of ESC duties.
- Comply with federal and state laws State Board of Education Rules and ESC board policy and procedures.
- Demonstrate behavior that is professional ethical and responsible.
- Articulate and support the Center mission and instructional philosophy.
