Job Title: IT Project Manager / Lead Business Analyst

Project Overview
Navitas Partners LLC is seeking a highly motivated IT Project Manager / Lead Business Analyst (IT PM/BA) to support large-scale initiatives within a public-sector healthcare IT environment. The role supports applications related to case management investigations quality management operations and legal business functions for individuals with intellectual and developmental disabilities.
This position is part of a healthcare-focused IT organization supporting enterprise systems that enhance service delivery and operational efficiency across multiple business units.
Key Responsibilities
- Develop maintain and manage comprehensive project plans throughout the project lifecycle
- Identify risks issues and dependencies; develop mitigation strategies and escalation paths
- Facilitate stakeholder meetings to define scope objectives timelines and deliverables
- Gather document and validate business and functional requirements
- Prepare system design proposals specifications and supporting documentation for complex systems
- Lead design and prototyping sessions for new systems and enhancements
- Create and maintain project artifacts including charters schedules backlogs user stories and status reports
- Support business process redesign and improvement initiatives
- Coordinate vendor selection activities documentation and evaluation processes
- Manage vendor communications deliverables LOEs and ongoing enhancement requests
- Track project progress and ensure alignment with scope schedule and budget expectations
- Facilitate issue resolution and escalate risks appropriately when required
- Ensure clear communication between technical and non-technical stakeholders
Required Qualifications
- Minimum 5 years of experience in IT project environments
- Proven experience in developing and executing project plans and schedules
- Strong background in requirements gathering and business analysis
- Solid understanding of PMI project management principles
- Knowledge of Agile methodology and SDLC
- Strong written and verbal communication skills
- Ability to work independently and collaboratively in a matrixed organization
- Excellent organizational skills and attention to detail
- Experience using MS Office tools (Word Excel PowerPoint Project)
- Ability to manage competing priorities in a fast-paced environment
- Experience handling escalations and conflict resolution
- High level of professionalism and confidentiality
Preferred Qualifications
- Experience in government or healthcare IT environments (preferred but not required)
