Post Context:

The Joint Force Training Centre supports Warfare Development contributing to concept development and maintenance of joint doctrine and standards while coordinating the integration of experimentation capability development and interoperability to improve NATOs interoperability capabilities and operational effectiveness.

The Training and Exercise Division (TED) ensures the ability to deliver combined and joint training and exercises mainly static and distributed as well as single- and multi-echelon for tactical and operational level headquarters staffs and forces over the full spectrum of NATO operations from Pre-Deployment Training for current operations Corps and Army level exercise at the Operational level and Joint Force Command Level Exercises.

The Exercise Execution Branch ensures the ability to deliver mission specific training and exercises in support of the JFTC mission.

The Exercise Control (EXCON) Section identifies and delivers mission specific training and exercises for specialized tactical level staff components and discrete force elements in support of the JFTC mission. This includes planning and executing the framework of EXCON support to immerse the training audience into a realistic training environment

Within the Exercise Planning Branch EXCON Section the incumbents main responsibility is to advise and guide JFTC staff training audience and external non NATO entities to support the planning development wargaming and execution of training and exercises and other programs of work. The incumbent should place emphasis on NATOs Comprehensive Approach NATOs Human Security Approach and Guiding Principles Women Peace and Security Agenda and Gender Mainstreaming in all activities at JFTC.

Reports to: Section Head (EXCON) - OF-4

Principal Duties:

The incumbents duties are:

a. Responsible for facilitating the continued development of all aspects of Grey Cell training delivery in accordance with the training requirements and the Commanders intent.

b. Responsible for facilitating the integration of Grey Cell Human Security / Gender Perspective concept development and experiments into training and wargaming in cooperation with the Training Execution Enablement Division.

c. Responsible for developing planning preparing and executing Grey Cell activities in support of MDO wargaming and operational HQs training.

d. Responsible for the coordination with relevant NATO national entities and agencies and non-military actors to ensure efficient and effective training and wargaming.

e. Responsible for cross-staff coordination and support on all aspects related to Human Security to include gender perspective in exercises wargaming and training including support to training needs analysis.

f. Represents JFTC Grey Cell related equities during all relevant seminars conferences and events as required.

g. Responsible for including all Human Security equities such at the Cross Cutting Topics which support Military contribution to Human Security and gender perspective in military operations in emerging NATO Multi-Domain Operations products wargames and exercises being developed conducted or supported by JFTC.

h. Serves as an additional Gender Focal Point for the command and coordinates with the Nordic Centre for Gender in Military Operations for involvement in all exercises wargames and training.

i. Serves at a Contracting Officers Technical Representative for all contracted Grey Cell SMEs as required during Main Event List / Main Incident List (MEL/MIL) exercise execution and wargaming events.

j. Maintains awareness on current NATO Human Security and Gender Perspective developments and political challenges for inclusion into the civil picture of exercises and wargaming.

Special Requirements and Additional Duties:

Lessons Learned (LL) is an integrated part of all activities. LL requests planning creation collection staffing and handling in accordance with the NATO LL Process as an integrated part of any activity.

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

a. Flexibility Clause: In order for the command to deal with emergent requirements the incumbent may be required to perform other related duties as directed (in particular the incumbent can expect to work as a member of Working Groups Project Teams etc. for defined periods of time).

b. Annual TDY Requirement: The incumbent may be required to undertake Temporary Duty (TDY) and/or travel within and outside NATOs boundaries for up to 60 days per year.

c. Serves as a Gender SME for the Commander may serve as Gender Advisor if qualified.

Personnel are expected to conduct themselves in accordance with the current NATO Code of Conduct agreed by the North Atlantic Council (NAC) and thus display the core values of integrity impartiality loyalty accountability and professionalism.

The work is normally performed in a Normal NATO office working environment.

Normal Working Conditions apply.

ESSENTIAL QUALIFICATIONS

Professional Experience:

1) Masters University Degree in International Affairs International Development Human Rights International Law Humanitarian Studies European Middle Eastern or African Studies or combination of such degrees or Higher Secondary Education.

2) Possess expert knowledge of NATOs Human Security Agenda and related policy and doctrine including the NATO policy on Protection of Civilians NATO Human Security Approach BI-SC directives NATO Gender Perspective Frameworks and CIMIC Concepts.

3) Recent professional experience (within the past three years) within the field of Human Security International Development and or Humanitarian Affairs within a multi-national multicultural Joint or International HQ.

4) Recent professional experience incorporating gender perspective in analysis and practical application.

5) Five years of experience in Human Security and Humanitarian affairs and experience working with Non-Governmental Organizations and International Organizations.

Education/Training:

University Degree and 2 years function related experience or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.

Language:

English - SLP 3333 - (Listening Speaking Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

DESIRABLE QUALIFICATIONS

Professional Experience:

1) Experience working in or in close cooperation with NATO HQs National Military Headquarters or Ministries and or the United Nations.

2) Familiarity with wargaming that includes the civil environment and military components.

3) Knowledge of Civil-Military Cooperation.

4) Demonstrated experience (within past three years) in multinational NATO UN Humanitarian and or Disaster Relief exercises.

5) Recent experience (within past three years) on the NATO cross cutting themes of: Combating Trafficking in Human Beings Children and Armed Conflict Conflict Related Sexual Violence Protection of Civilians Cultural Property Protection.

6) Familiarity with the UNs Women Peace and Security Agenda UNSCR1325 and how gender mainstreaming and perspective is applicable to Military Operations.

7) Knowledge on exercise preparation processes and roles of exercise planning with emphasis on liaison of Human Security activities to military forces or as a member of the Exercise Control for NATO or equivalent UN humanitarian or multinational exercise.

8) Experience working with or for Humanitarian organizations and/or working as a liaison to the military on behalf of Humanitarian Organizations.

Education/Training:

1) Course: GEN-GOGender Advisor Course (GENAD)

2) Course: MCP-CMNATO and UN Approaches to the Protection of Civilians (NATO-UN POC)

ATTRIBUTES/COMPETENCIES:

Personal Attributes: Must possess the ability to understand and process strategic level policy and guidance across NATO and translate it into measurable and actionable courses of action in order to ensure JFTC meets objectives - technically organizationally and procedurally. Incumbent must display adaptive thinking to varying problems raising issues of dissimilar nature where solution requires interpretive analytical constructive thinking and judgement. Incumbent must be able to handle a broad degree of guidance with main objectives defined in accordance with wide range of precedents under supervisory review. Objectives are only broadly defined under senior level supervision and review.

Managerial Responsibilities: Plan most daily work within set priorities may supervise one or more people. Controls daily work priorities and may influence the Section/Branch priorities.

Professional Contacts: The incumbent professional contact with others limited to soliciting and exchange of information.

Contribution To Objectives: Work involves analysis or research of a complete task with recommendations affecting plans of the Branch.

Supervisory Responsibilities: Responsible for the overall management of the Human Security and Gender SME personnel during exercise execution and wargaming. There are no reporting responsibilities.

Security Clearance:

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Employment start date:

Not earlier than 01 January 2027.

Contract:

Project-Linked-NIC (PLN) - This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three-year definite duration contract.

Notes for candidates:

The candidature of NATO redundant staff at grade G15 will be considered with priority.

Applicants who are not successful in this competition may be offered an appointment to another post of a similar nature albeit at the same or a lower grade provided they meet the necessary requirements.
