GENERAL DESCRIPTION:

The purpose of this position is to serve as the Telecommunications Infrastructure Supervisor providing strategic oversight for the states unified circuit architecture telephone system and telephony equipment purchasing. This role manages the complete circuit lifecycle from designing network topology and ordering circuits to forecasting and managing the WEN and

Unified Network telecom expenditures. This role oversees a statewide telephone system supporting 9000 users. Finally this role oversees the procurement inventory and shipment of all telephony equipment purchases for both the state phone system and for mobile devices.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

  • Telephony (VoIP) System: Oversees all aspects of the state phone system including maintenance firmware/software upgrades feature additions support and operations. Ensures that all programming of voice menu applications and IVR systems meets customer needs and quality standards. Supervises and ensures that the support structure for end-users (name/call flow changes and troubleshooting) is optimized and the team has the resources needed to be successful. Works with strategic partners/vendors related to the successful operation of the phone systems. Evaluates new products and services for inclusion in the system. Works with the ETS CFO on fiscal and rate-setting processes. Provides recommendations and considerations for innovation to meet the evolving needs of end-users and consumers of the services.

  • Telephone equipment and services procurement: Oversees all aspects of the states telecom equipment and services procurement. This includes mobile phones desk sets headsets and all other telecom services requested by customers. Oversees phone contracts and ensures that telephony devices meet the complex requirements of the business and security requirements. Establishes policies and procedures around telecom procurement and replacement cycles.

  • Work orders and fiscal management: Ensures that all purchases and work requests of telecommunication vendors and carriers for the State of Wyoming are properly managed through ETS. Responsible for the overall establishment and management of key performance indicators and service level agreements related to telephony systems and processes. Works closely with ETS fiscal staff related to the phone billing per ETS standards. Ensure that all invoices for services are accurate and fulfill the agreed-upon services. Coordinates with leadership to meet with vendors as needed to ensure timely handling of purchases and work requests.

  • Network Architecture & Circuit Lifecycle Management: Work with management and network architects to design and implement network circuit topology and then direct the issuance of circuit orders to local carriers. Monitors and provides leadership with reports pertaining to budget spending and estimates for WEN and Unified Circuit budgets. Meets with stakeholders for planning provides service advice and develops recommendations. Ensures due dates are met and provides Accounting/Billing with all circuit additions changes and deletions. Maintains a statewide circuit inventory.

  • Team leadership and support of the VoIP Mobile and Circuit teams: Provides high-level technical support to other State help desks on connectivity problems statewide. Works with technicians engineering staff and contract support personnel for repair and maintenance.

Qualifications


PREFERENCES:


Preference may be given to those with experience in telecom Equipment management
Preference may be given to those with experience in circuit inventory and bandwidth oversight
Preference may be given to those with experience in strategic decision making for state benefit


KNOWLEDGE:


  • Ability to conduct meetings keeping the task focused on meeting business objectives.
  • Experience with various types of operating systems including Windows 10 and 11 (and their associated versions) COTS applications and software unique to specific agency business processes.
  • Place into production new computer hardware and software.
  • Research new technologies and make recommendations on the adoption of new methods or the acquisition of new technical hardware and software tools to improve agency operations.
  • Ability to identify and develop technical options for resolving database application or system problems to research new technology and make recommendations to improve agency operations.
  • Ability to analyze design prototype implement and maintain complex client/server computer applications. Skilled in inductive and deductive reasoning.
  • Knowledge of information technology security and how it applies to implementing various types of hardware and software in diverse agency environments. Looking for strong security skills.
  • Skill in making independent decisions; skill in assuming responsibility taking initiative and working with minimum supervision; skill in work prioritization; ability to handle challenges.
  • Skill in interpersonal relations oral and written communications; ability to communicate clearly and effectively with people who have varying degrees of technical knowledge and leadership roles; within and outside of the agency.
  • Ability to interpret and apply state policies and procedures.
  • Knowledge and understanding of agency mission policies and procedures.
  • Skills in project and project management with the ability to manage multiple tasks simultaneously.
  • Ability to mentor and guide support technologists.
  • Ability to communicate and develop collaborative relationships to facilitate the accomplishment of goals among divisions and all organizational levels.
  • Ability to listen and discern a problem or request with careful attention to detail then independently research and assimilate that information to provide options for the best possible solutions.
  • Ability to evaluate new technology and determine relevancy and validity towards agency objectives.

MINIMUM QUALIFICATIONS:


Education:
Bachelors Degree (Computer Technology)
Experience:
1-3 years of progressive work experience (typically in Computer Technology)
OR
Education & ExperienceSubstitution:
4-7 years of progressive work experience (typically in Computer Technology)

Necessary Special Requirements


PHYSICAL WORKING CONDITIONS:

  • Some travel may be required to include overnights and weekends.
