BOLI Commissioners Office Human Resources Section is offering a rotation opportunity through 06/30/2027 for a Classification and Compensation Analyst (Human Resource Analyst 2). The role provides agencywide expertise in classification position management organizational analysis and pay equity including conducting desk audits preparing classification analyses and supporting alignment with statewide systems. This fulltime exempt management service (nonsupervisory) rotation supports all BOLI divisions by delivering technical consultation in personnel administration workforce planning and classification and compensation processes while maintaining strict confidentiality and professionalism.

Note: We are committed to fostering a supportive work environment that promotes worklife balance and flexibility. This rotation may be eligible for a hybrid work schedule with occasional inperson requirements for meetings trainings and other operational needs. The selected employee may work from any BOLI office location. This recruitment may be used to fill additional vacancies as they occur. Hereswhat you will do:

  • Lead coordinate and conduct agency classification reviews desk audits and position allocation analyses including developing written findings and recommendations.

  • Evaluate organizational structures staffing needs reporting relationships and classification alignment; advise administrators and managers on organizational impacts and pay equity considerations.

  • Maintain and update class specifications monitor FLSA status review service type placement and advise on classification policy changes and requirements.

  • Administer classification and compensation tracking systems maintain position number databases and ensure agencywide compliance with spanofcontrol requirements.

  • Support personnel processes including pay equity reviews compensation changes temporary appointments workoutofclass assignments unemployment claims and salary administration.

  • Assist with workforce planning recruitment strategies diversity outreach and selection processes under State policy collective bargaining agreements and affirmative action goals.

  • Contribute to a respectful confidential and inclusive work environment upholding expectations for attendance professionalism confidentiality and DEI values.

This Is What You Need to Qualify: (Minimum Qualification)

A bachelors degree in Human Resource Management Organizational Behavior or Development Business or Public Administration the Applied Behavioral Sciences Industrial Relations or a job-related course of study determined by the appointing authority and two years of Human Resource professional-level experience related to the position.


OR


Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and three years Human Resource professional-level experience related to the position.

OR


Five years Human Resource experience related to the position. Three of the five years must have been at the professional level.

  • A masters degree in any of the above-mentioned courses of study may substitute for one year of professional-level experience.

  • The State Certified Human Resources Professional (SCHRP) certification awarded by the Oregon Chief Human Resources Office substitutes for six months of human resource professional-level experience.

  • Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.

  • Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional human resources experience.

The ideal candidate will possess a combination of some or all the following skills:(Desire Attributes)

  • Experience conducting classification analyses including reviewing position descriptions applying classification specifications and evaluating organizational structure or staffing impacts.

  • Experience performing desk audits organizational assessments or job evaluations including gathering information from managers subjectmatter experts or employees.

  • Skill in applying state or organizational classification systems compensation rules pay equity requirements or FLSA designations.

  • Experience preparing detailed written analyses findings recommendations or reports related to classification compensation or position management.

  • Experience advising managers or employees on HR policies classification and compensation procedures recruitment processes or personnel administration requirements.

  • Strong professional communication confidentiality and customerservice skills when working with sensitive information and diverse stakeholders.

Working Conditions:

Business office environment when working from a BOLI or state office. Work schedule is Monday through Friday (8:00 am to 5:00 pm). May work beyond normal working hours to include occasional weekend morning or evening work. Interruptions due to limited privacy and nature of position -state travel to field offices while performing position responsibilities and to attend training seminars and other HR-related activities. Involves interaction with frustrated or upset employees regarding a variety of personnel issues. Uses computer applications to accomplish work.

Extensive use of personal computers record keeping and interoffice communications. This position is a one-of-a-kind position in a small agency where there is minimal back-up support. As such this position may be called upon to perform a variety of HR duties as needed to support uninterrupted services to the public and to agency employees.
