About the Project

Indias urban population is growing rapidly and by 2050 it will reach 877 million - nearly two-thirds of the countrys population. The concentration of people in urban settings coupled with environmental pressures and evolving disease patterns demands robust surveillance systems capable of early detection and rapid response. PATH is working to strengthen urban disease surveillance and build preparedness against future disease threats in Patna and Nagpur. Under this goal PATH will support these intervention cities with strengthened surveillance infrastructure enhanced data quality and reporting and improved multisectoral coordination across human animal and environmental health domains.

About the Position

PATH is seeking a Program Officer - Data Quality and Documentation to undertake programmatic coordination with teams at the national and state levels ensure quality assurance of project data and deliverables lead documentation of project reports and support communication activities. Based in Delhi the PO will work closely with the national surveillance team and city-level teams to maintain rigorous data quality standards produce high-quality knowledge products and ensure timely reporting to donors and government counterparts. The role will play a critical function in tracking and validating project performance against approved activity plans and KPIs ensuring that surveillance data is not only accurate but also actionable for programme decision-making and donor reporting.

Responsibilities

  • Coordinate with national and city-level project teams to ensure timely data collection compilation and reporting across intervention geographies.

  • Develop and implement data quality assurance frameworks including standard operating procedures for data validation completeness checks and error resolution.

  • Conduct periodic data quality audits across intervention sites and work with city teams to implement corrective actions.

  • Maintain and manage project data repositories ensuring data integrity security and accessibility for programme review and reporting purposes.

  • Lead the preparation of periodic project reports progress updates and donor deliverables in accordance with project and funder requirements and organisational standards.

  • Synthesize implementation learnings into structured knowledge products highlighting what worked why it worked and implications for scale and policy uptake.

  • Lead impact documentation by moving beyond descriptive reporting to analysing why specific interventions worked synthesising evidence that can inform future urban health policy and programming.

  • Drive the visibility agenda of the project by ensuring that success stories communication assets and knowledge products align with specific donor branding requirements and impact priorities.

  • Develop and maintain a repository of case studies success stories and project highlights for communication and dissemination purposes.

  • Prepare learning and reference materials in consultation with the programme team to support upskilling of staff across intervention sites.

  • Track and analyse key performance indicators and translate findings into actionable insights for programme teams and stakeholders.

  • Develop learning materials infographics flyers and other communication assets in conjunction with project events and activities.

  • Identify and support need-based communication initiatives including IEC campaigns and behaviour change communication activities.

  • Support the development of technical documents operational guidelines and presentations as required by the surveillance team.

  • Support data-to-action review mechanisms by preparing analytical summaries for weekly/monthly surveillance review meetings at city and national levels.

  • Ensure compliance with the projects communication documentation and branding guidelines.

  • Perform other duties as assigned by the supervisor for the smooth functioning of the project and achievement of organisational goals.

Required Experience and Qualifications

  • Masters degree in public health Health Management or a directly relevant field. A combination of relevant qualifications and experience in public health documentation and data management will also be considered.

  • 3-5 years of professional experience in data management documentation knowledge management or programme coordination in the health sector.

  • Demonstrated experience in preparing high-quality project reports donor deliverables and technical documents.

  • Experience in data quality assurance data validation and the use of data management tools and platforms.

  • Familiarity with the Indian public health system and government health programmes particularly IDSP/IHIP NHM and urban health initiatives.

  • Working knowledge of GIS and spatial data visualisation tools (e.g. QGIS ArcGIS) is strongly preferred.

  • Experience working with INGOs government agencies or development partners in the health sector is desirable.

Functional Competencies

  • Strong written and oral communication skills in English and Hindi with demonstrated ability to produce professional-quality reports presentations and knowledge products.

  • Proficiency in data analysis and data visualistion tools (Excel Power BI or equivalent).

  • Competence in graphic design and communication tools (e.g. Canva Adobe Creative Suite or equivalent) for developing IEC and learning materials.

  • Strong commitment to data integrity ethics serving as the final gatekeeper to ensure that no misrepresentative inaccurate or unverified data reaches donors or government counterparts.

  • Data analysis analytical thinking and strong coordination skills.

  • Proficiency in Microsoft Office (Word Excel PowerPoint Outlook).

  • Ability to handle a variety of assignments under pressure of deadlines.

  • Ability to travel up to 30-40% of the time.
