The Office of Technology Services aims to be a responsible partner in delivering innovative effective and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the States investment in technology by promoting smart decision-making solving problems intelligently increasing the rate of project success and fostering a skilled and professional staff.

The position is a high-level position within the Data Center Operations (DCO) unit reporting to and receiving broad direction from the DCO Administrator. The incumbent works directly with the DCO Administrator DCO Directors and other executive level management in other OTS and customer units to direct complex mission critical cross vertical projects involving any DCO services.

The Division of Administration is the state governments management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
  • Overseeing the states capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications

Seven years of experience in information technology program management project management or business analysis; OR

Six years of full-time work experience in any field plus five years of experience in information technology program management project management or business analysis; OR

An associates degree in information technology plus five years of experience in information technology program management project management or business analysis; OR

A bachelors degree plus five years of experience in information technology program management project management or business analysis; OR

A bachelors degree with twenty-four semester hours in an information technology computer science engineering mathematics or business analytics field plus four years of experience in information technology program management project management or business analysis; OR

A masters degree plus four years of experience in information technology program management project management or business analysis.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information

Job Duties:

  • Serve as a program administrator providing project leadership on multiple highly complex mission critical projects within Data Center Operations and to other OTS units as necessary. Coordinates resources within DCO and other OTS units to leverage infrastructure-as-a-service (laaS) and platform-as-a-service (PaaS) technologies toward cost-effectively modernizing statewide critical legacy systems to ensure security availability and scalability. Reduce hardware and software requirements for major system modernization by ensuring laaS and PaaS technologies and other lines of service are utilized. Advocate and advance the unified vision of a cost structure based on a consumption model of service delivery through the continual expansion and integration of critical state department and agency legacy systems into the line of service model.

  • Serves as a project administrator over laaS and PaaS offerings provided by OTS/DCO. Leads the planning design acquisition installation and evaluation of information systems on a statewide basis for programs and projects that cross boundaries of multiple functions within OTS. Provides subject matter expertise in assigned projects through all conjunction with executive management within OTS and at customer departments establishes prioritization of projects.

  • Provides leadership consultation and recommendations to key stakeholders regarding the evaluation planning and implementation current and new IT infrastructure hardware and software configurations required to support the business objectives of OTS and customers; key stakeholders include the CIO the Deputy CIO the Data Center Operations Director other OTS executive management staff and executive management staff of customer departments and agencies. Translate complicated topics between stakeholders and OTS information technology support staff.

  • Conducts complex research related to innovative technology with focus on laaS and PaaS technologies. Reviews evaluates makes recommendations and provides consultation to support the creation and refinement of laaS and PaaS lines of service across the enterprise for the Office of Technology Services as well as the implementation of laaS and PaaS across other lines of services offerings. Architects laaS and PaaS technologies in a manner to ensure flexibility to meet the diverse need to customer agencies. Ensures existing and future needs are reflected in hardware and software investments.

  • Performs all other tasks special projects analysis studies reports presentations and plans as directed
