Description


Schedule and location: This position is eligible for telework and will typically work 8:00am to 4:30pm but may need to attend meetings and travel outside of traditional agency business hours including overnight. You may be frequently required to report on-site to meet business needs as well as periodic travel to statewide SCC business locations. Other travel is also required for tasks such as site visits conferences and meetings. Although time is scheduled within a 40-hour work week the incumbent is expected to adjust the schedule and work additional unscheduled hours as needed to meet business demands.

TheWashington State Conservation Commission (SCC)is a non-regulatory state agency that supports and coordinates our states 45 conservation districts and administers voluntary conservation programs. Together the SCC and conservation districts provide incentive-based services that empower people across Washington to take actions that keep natural resources and working lands healthy for all.

About this Position:
You will be responsible for leading the implementation of and/or supporting high-profile engagement to improve agency operational excellence service quality and overall performance aligned with the Washington State Conservation Commissions (SCC) vision strategy and goals. To achieve this you will ensure the Commission has the necessary resources and understanding of complex rapidly evolving information to make key policy decisions guiding agency strategy.

In this role you will drive initiatives that create agency success by collaborating closely with SCCs Commission leadership staff and external partners including conservation districts state agencies and other partners to develop and execute strategic engagement initiatives that align with SCCs goals and objectives.

Duties


You will manage the strategic engagement relationship between the Conservation Commission and agency staff driving more efficient use of agency resources. Achieving efficiencies may also benefit conservation districts and other partners by reducing the effort required to use SCC services..


Some of what youll enjoy doing includes:

  • Strategic Commission Engagement: Develop and innovate the organizations approach to strategic Commission engagement in collaboration with senior leadership to set clear strategy goals objectives priorities and performance metrics. Develop meeting materials agenda and agency calendaring to meet these goals.
  • Organizational Development: Identify and scope key organizational and cultural challenges and process improvement opportunities across the organization.
  • Project Oversight: Lead cross-functional teams in the planning execution and monitoring of strategic engagement initiatives ensuring they are completed on time and within budget.
  • Risk Management: Anticipate potential challenges and risks associated with strategic engagement initiatives and develop proactive mitigation plans.
  • Data Analysis: Use data-driven insights to inform decision-making measure progress and adjust strategies as needed.
  • Innovation: Foster a culture of innovation within the organization by exploring new engagement strategies and organizational development models and recommending technologies and business models to support change.
  • Change Management: Drive organizational change as necessary to support the successful implementation of strategic engagement initiatives.
  • Relationship Management: Build relationships across agency functions and with conservation districts to facilitate collaboration. Interact with external partners and industry processes/events to understand and identify agency challenges and opportunities.
  • Reporting and Communication: Provide regular updates and reports to the Chief Engagement Officer other senior leadership agency staff the Commission and other stakeholders on the status and impact of strategic engagement initiatives.
  • Contract Management: Works closely in coordination with fiscal staff to manage consultant contracts intergovernmental agreements and other types of contracts. Develops scopes of work supports and provides subject matter or issue area guidance to fiscal staff with procurement and selection processes and contract management. Mediates facilitates and negotiates contractual issues as necessary.
  • Policy Development: Contributes to and supports establishing effective policies procedures rules and regulations.
  • Equity & Inclusion: Ensure incorporation of a diversity equity and inclusion lens in the consideration and implementation of new tools projects policy development data visualization and analysis and processes.

Qualifications


REQUIRED:

  • Bachelors or higher degree in Communications Human Resources Public Administration or related field.
  • At least five (5) years of progressive leadership experience in strategic engagement of elected or appointed governing bodies project management or a related role.
OR
Any combination of education/experience of progressive leadership experience in strategic engagement of elected or appointed governing bodies project management or a related role totaling nine (9) years.


AND

  • A minimum of five (5) years of experience working with diverse groups and teams.
  • Experience may be gained concurrently.
  • Experience working in high conflict situations and demonstrating sensitivity in navigating and maintaining relationships
  • Ability to gain trust build relationships and partner collaboratively and continuously with the Commission SCC staff and other partners
  • Expert on organizational development change management communications and positive culture-building
  • Excellent written and verbal communication skills (including active listening) to be applied to a broad variety of audiences and situations
  • A forward-thinking mindset with the ability to anticipate future opportunities and challenges.
  • Requires the ability to provide innovative and highly effective solutions for agency leaders in sensitive legal or political circumstances.
  • Ability to work autonomously in an ambiguous environment to identify needs gaps and solutions.


Familiarity with:

  • Commissions or other elected decision-making bodies and processes
  • Organizational strategic goals and objectives and the intersection with decision-making and organizational development
  • The political environment and operational structure of SCC programs
  • State government operations and administration
  • Operational requirements of local governments especially conservation districts

PREFERRED:

  • Masters degree in Business Administration Public Administration or a relevant field.

  • They must be flexible a fast learner and capable of absorbing and synthesizing large amounts of new information. They must be able to apply learning in a team setting to improve team performance and the results of large-scale projects.
  • Must be able to work with agency experts and data analysts to understand impacts of innovative engagement projects on operational performance to determine effectiveness of overall strategic engagement efforts and how they drive operational continuous improvement efforts and projects.
