General Description:

Underthe general supervision of the Director of Public Works and throughconsiderable individual initiative the Town Engineer supports Department policiesmanages major infrastructure projects and serves as the engineering authorityof the Town. The Town Engineer shall undertake assigned duties in a thoroughefficient and professionally competent and courteous manner.

Administrative Duties:

Under the general supervision ofthe Director of Public Works and through individual initiative the Town Engineeris responsible for leading engineering operations including planning field andoffice activities developing and implementing policies and overseeing theplanning design construction maintenance and repair of Town infrastructure. Theposition is responsible for working collaboratively with various Town departmentsand staff to ensure engineering needs are met.

Essential Functions:

  • Manages the engineering function of the Town including administration design bidding and construction management related to Town roadway park public building and utility infrastructure.
  • Administers the Towns MS4 and stormwater compliance programs.
  • Prioritizes assigns and coordinates personnel to complete Department tasks and objectives.
  • Maintains plans and as-built conditions of Town infrastructure.
  • Oversee the Towns infrastructure asset management programs.
  • Assist Director in development of annual operating budget sewer enterprise budget and capital budget.
  • Authorizes utility stormwater and street construction permits and provides inspection and enforcement of applicable rules and regulations.
  • Serve as a professional resource for all planning development and engineering related questions.
  • Ensures compliance with all local state and federal regulations.
  • Performs other duties as assigned.

Required Knowledge Ability and Skills:

Thorough knowledge of civil engineering principlesand the materials methods practices and equipment used in the designconstruction inspection maintenance and repair of roadways water sewerdrainage parks public buildings and cemeteries.

Thorough knowledge of- and proficiency in theuse of Microsoft Office programs and ARC GIS.

Thorough knowledge of municipal Board meetingsTown By-Laws and the issuance and inspection of permits within the DepartmentConservation Commission and Land Management Department.

Ability to multi-task in a fast-pacedenvironment.

Excellent written and oral communication skillsand meticulous attention to detail.

Ability to work constructively with consultantsvendors Town Boards Commissions Committees Town officials and the generalpublic.

Education/Experience/Licensure:

  • Bachelors degree in civil engineering or related discipline required.
  • 8 years experience and proven proficiency preferably in a municipal setting in personnel management engineering design project management and construction inspection is required.
  • Current Massachusetts Professional Engineer required.
  • Current and valid Massachusetts drivers license with a responsible driving record is required.

Ability to pass a CORI check and pre-employmentphysical including drug screen and alcohol testing.

Independent Action:

Under general supervisionfunction independently within a broad scope of established guidelines anddepartment procedures to complete necessary tasks in a timely manner. Must be able to prioritize requests and workload. Questions and problems lacking clearprecedent or requiring interpretation of laws by-laws or rules andregulations are to be directed to the Director.

Physical Requirements:

Required to sit bend kneelreach and squat frequently throughout the work shift. Frequent movement in and out of equipment andvehicles. May be required to work shiftsgreater than 8 hours. Light to moderatephysical effort is required when conducting inspections. Must be able to climb stairs and navigateuneven terrain. Ability to use and wearpersonal protective equipment and clothing such as hearing protection eyeprotection foot and hand protection and respiratory protection.

Job Environment:

The majority of the work isperformed in typical office responsibilities are variable with periods of extreme activity andstressful situations with project deadlines and/or responding to emergenciesand may require working more than 37.5 hours per week. Work isoften conducted in fast-paced and high-pressured environment. Some exposure to rain sun and extremeweather with intermittent exposure to adverse weather conditions. Works under field conditions with unavoidableexposure to weather and a variety of hazardous conditions such as dust fumesdangerous road conditions etc. Requiresfrequent communication with consultants vendors Town Boards CommissionsCommittees Town officials and the general public. Communication is by means of telephonein-person discussion and in writing.

Supervisory Responsibility:

Supervises all assignedadministrative and sewer division personnel and directs all activities of the engineeringfunction of the Department. May coordinate with Department operations workcrews and supervise contract work crews as required or as designated by the Director.
