DURATION: 11 months (A minimum of 45 days is envisaged in 2026 with further days being considered based on funding raised).

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Partnerships and Investment Consultant will lead on the review and implementation of the resource mobilisation and partnership building strategy for the Joint Programme Accelerating Progress Towards Rural Womens Economic Empowerment (JP RWEE) Phase II and develop a resourcing plan for the programme looking beyond 2027 which is the end of the current phase II.

The JP RWEE is a partnership initiative of FAO IFAD UN Women and WFP that aims to economically empower rural women in Nepal Niger the Pacific Islands Tanzania Tunisia and Rwanda. The programme applies a holistic integrated approach to rural womens economic empowerment generating synergies that capitalize on each agencys mandate comparative advantage and institutional strength to achieve lasting improvements to rural womens livelihoods rights and resilience in the context of sustainable development Agenda 2030 and the SDGs. The JP RWEE focuses on four key outcomes for rural women: 1) improved food and nutrition security 2) increased incomes to sustain livelihoods and build resilience 3) enhanced leadership and participation in rural households communities and institutions and 4) a more gender-responsive policy environment for the economic empowerment of rural women. Currently the JP RWEE is supported by Sweden Norway Ireland and Switzerland through the MPTFO with a total budget for 5 years of 27 million USD. Gates Fundation is supporting directly the implementation of JP RWEE in Rwanda following the same programme approach.

The implementation of the JP RWEE is overseen by an International Steering Committee and Technical Advisory Committee at global level and by a National Steering Committee at country level. The Global Coordination Unit is responsible for the overall management and coordination of the programme including global level communications and knowledge management and is based in WFPs headquarters in Rome. The first phase of the JP RWEE was implemented in seven countries from 2014 -2021. A second phase of the programme started in 2023.

The Partnership and Investment TDY will lead on the review and implementation of the current partnership and resource mobilisation strategy and associated plans and will initiate and build engagement with potential donors for the next phase starting in 2028.

Under the supervision of and in close collaboration with the JP RWEE Global Coordinator the Partnership and Investment TDY will be expected to assume the responsibilities listed below.

ACCOUNTABILITIES/RESPONSIBILITIES:

Interagency coordination

  • Establish a JP RWEE interagency partnership and investment group composed of specialist from all agencies to coordinate on agency-based actions towards successful resource mobilization.

Strategy and Analysis

  • Develop a new JP RWEE Partnership and Investment Strategy;
  • Develop an action plan aligned to the strategy;
  • Carry out a comprehensive trends analysis on development financing relating to gender equality and womens economic empowerment including any emerging priorities in this new context.
  • Review and revise the existing JP RWEE donor mapping database (traditional and non-traditional donors) including the identification of new donors as relevant;
  • Develop recommendations for improving resource mobilization taking into account lessons learned from previous and current resource mobilization efforts;
  • Provide analysis of and recommendations for additional funding opportunities both traditional and non-traditional including avenues for private sector engagement;
  • Make suggestions and proposed actions for innovative financing approaches for the programme;
  • Advise on the strategic positioning of the programme in relation to donor priorities;
  • Consult with the partnership units of the four participating agencies as required.

Donor Engagement

  • Identify means of strengthening current donor engagement including recommending ways in which the JP RWEE could initiate and develop periodic funding dialogues with donors and other partners;
  • Review and develop key messages for donors.
  • Contribute to the organisation and facilitation of informal and formal meetings with resource partners (including traditional and non-traditional donors);
  • Prepare briefing documents and talking points for meetings with resource partners;
  • Contribute to the preparation and organization of a donor roundtable or equivalent event as needed (planned for 2026 Nov TBC)
  • In coordination with the KM and Comms Specialist identify opportunities to leverage JP RWEE materials and communications to support resource mobilisation approaches (donor visibility communication of results etc.) and the development of materials;
  • Expanding donor engagement at country level (the current countries to continue and new interested countries)
  • Funding Applications
  • Based on the mapping identify funding opportunities and windows including regulations and requirements;
  • Develop funding applications as required (including preparation of concept note and proposal submissions using the existing JP RWEE Concept Note and Programme Document and developing further content as needed).

DELIVERABLES AT THE END OF THE CONTRACT (deadlines based on plan :

  • Resource mobilisation plan in place and partially actioned for 2026-2027
  • Interagencypartnership andinvestmentgroup is set up and meets regularly.
  • Donor intelligence database in place.
  • Key donor messages reviewed and updated.
  • Meetings and event with donors held as required.
  • Funding applications prepared as requested.
  • Additional resources secured for the programme (subject to opportunities and requirements of the funding request)

QUALIFICATIONS & EXPERIENCE REQUIRED:

Experience:

  • At least 5 years of experience in partnership building and resource mobilisation;
  • Demonstrated experience in developing relationships with resource partners including OECD donors;
  • Demonstrated success in mobilizing resources from institutional donors and other resource partners and in preparing and submitting funding applications.

Knowledge & Skills

  • Knowledge and insight of donor funding trends (relating to traditional and non traditonal donors) and innovative funding mechanisms;
  • Knowledge and understanding of effective donor engagment mechanisms.
  • Knowledge and understanding of issues relating to gender equality and womens economic empowerment;
  • Strong interpersonal skills to relate with internal and external stakeholders;
  • Excellent written and oral communication skills and ability to interact with an array of stakeholders in a remote working setting.

Competencies

  • Able to work independently; plan and organise workload in an efficient manner and complete tasks with adherence to deadlines;
  • Able to build and maintain effective working relationships remotely.

Languages

  • Fluency in oral and written English including clear and concise writing skills.
  • Other languages desirable
