Full-time PermanentThe Address Confidentiality Program (ACP) is one of four programs within the External Affairs Division. The ACP helps survivors of domestic violence sexual assault stalking trafficking and harassment from being found by their perpetrator through public records. This position reports to the Address Confidentiality Program (ACP) Mail Supervisor and under general supervision serves as the subject matter expert for confidential mail services that assist to protect confidentiality of participant addresses and forwards mail to the clandestine residence. The position acts as a liaison between the program and the USPS and provides information guidance about program rules policies and procedures to program participants.
Duties
Acts as legal agent for confidential mail forwarding functions of ACP participants
Tasksinclude:- Utilizes independent judgement analysis and knowledge of program guidelines to determine whether ACP has the authority to retrieve refuse or return participant mail and correspondence.
- Identifies whether participant mail and correspondence meet program forwarding guidelines.
- Completes accurate forwarding processes including any necessary follow-up.
- Works independently within a team environment to ensure mail processes are followed and documented.
- Manages daily priorities based on workload interaction logs incoming calls and assignments. Tracks and report program mail services related data and volumes; provide daily monthly quarterly and annual reports.
- Confers daily with USPS staff and program staff on mail related program rules policies and procedures; coordinate appropriate course of action.
- Completes accurate and timely documentation based on program policies guidelines and procedures.
- Uses agency vehicle to pick up and drop off mail.
- Works within a team environment to ensure mail processes are followed and documented.
Supports the mail team in providing information to program participants about ACP mail processes related to program certification.
Tasks include:- Assist participants to resolve ACP and USPS related issues.
- Implements participant cancellation/appeal process; determine deadlines and follow up based program statutes and guidelines.
- Provides information related to participant certification while protecting the address of the participant.
Miscellaneous
Tasks include:- Provide general support to program staff.
- Other duties as assigned.
Qualifications
REQUIRED QUALIFICATIONS
- Two yearsof experience providing support to staff or a program including but not limited to interpreting policy and instructing others on application of policies representing a program or office to clients interacting with members of the public composing correspondence scheduling appointments and meetings or coordinating events.
- Ability to efficiently use a personal computer and applicable software to successfully perform the essential functions of the position.
- Ability to read and write English language.
PREFERRED/DESIRED QUALIFICATIONS- Experience working at an agency or organization that serves victims of domestic violence stalking sexual assault or trafficking.
- Ability to handle multiple and constant interruptions.

WORKING CONDITIONS
The incumbent will work primarily in an office environment with standard office equipment. This position requires sitting at a computer for long periods of time working in an office environment with strict confidentiality requirements.. The standard work hours are Monday-Friday from 8:00 AM to 5:00 PM some weekend work is possible. Regular local travel to pick up and drop off mail. Ability to move and maneuver objects weighing 30 pounds with or without reasonable to operate standard office machines such as copy machine fax telephones postage machine. Works with both internal and external customers by phone email and in person; many customers are exposed to sensitive issues such as domestic violence sexual assault and stalking. The incumbent must represent the Office of the Secretary of State in a competent confident and professional manner including professional dress.
