GENERAL DESCRIPTION:
This position creates program goals and clinical measurement and evaluation for all client services. Serves as the administrator for two federal grants Ryan White Part B/AIDS Drug Assistance Program (ADAP) and Ryan White Part C. This position is also responsible for the programs general fund and drug rebate dollars. This position supervises three staff members who manage the Housing Opportunities for Persons with AIDS (HOPWA) grant ADAP Coordinator TB Controller and the Benefits & Eligibility Program Analyst who in addition to their specific job duties provide technical assistance and coordinate client treatment services for communicable diseases across Wyoming.Working for the State of Wyoming offers more than a paycheck. ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.- Review and sign all payment vouchers for client and program services and expenditures. Monitor budget expenditures and identify any miscoding duplicates or inappropriate claims.
- Verify payments through third-party payers for housing services.
- Review and sign all payment vouchers for client and program services and expenditures.
- Develop disseminate and maintain Case Management Standards.
- Coordinate annual training for all case managers serving HIV/AIDS clients on HIV care and treatment standards and services.
- Verify and authorize payment of invoices for billable case management hours.
- Provide case management technical assistance and training.
- Conduct annual case management site visits.
- Planning identification and monitoring of budget expenditures and provisions of budget narrative justification for grant applications.
- Recommendations for future program budget needs. Daily monthly quarterly and annual tracking and reporting of budget expenditures. Preparation and
distribution of reports on budget expenditures. - Track maintenance of effort and leverage resources for federal grants.
- Resolve issues between the state biennium budget and program budget.
- Develop and maintain community relationships among state programs community providers and consumers.
- Identify recruit and maintain community-based resources.
- Promote information and education about services available under all three grants through information campaigns marketing community presentations participation in services committees collaborative partnerships and other opportunities that promote grant services.
- Represents the Ryan White Part CB matrix position in the community planning group the Comprehensive Care and Prevention Planning Alliance (CAPPA).
Qualifications
PREFERENCES:
Bachelors degree in nursing health education public health administration public health planning education social services or other allied health care fields. A Masters degree in a related field is preferred. At least four years of related work experience may be substituted for a required college degree.
KNOWLEDGE:- Ability to respond to staff concerns and redirect workflow as necessary. Applied epidemiology knowledge and skills.
- Knowledge and abilities in grants management to include all aspects of program planning budgeting fiscal accounting and reporting
and evaluation. - Knowledge of communicable diseases includes HIV viral hepatitis (B and C) TB and STDs.
- Knowledge of clinical laboratory testing procedures and the ability to interpret basic laboratory test results.
- Knowledge of field investigation techniques and procedures including the diagnosis treatment and case follow-up required for patients partners and contacts.
- Knowledge of cultural and social norms and the values of diverse populations to ensure cultural diversity when working with clients across the spectrum.
- Knowledge of state and federal government policies and procedures HIPAA and other relevant statutes and the ability to apply them to relevant work assignments.
- Strong verbal and interpersonal skills to obtain accurate information regarding disease-related information diagnosis and treatment history among patients and health care providers.
- Strong organization skills and the ability to multitask problem-solve and track information over extended periods of time in a cubicle office setting.
- Proficient use of computers and basic software used in the work environment; MS Word ACCESS EXCEL and PowerPoint.
- Strong public speaking skills with presentations in both small and large group settings.
- Excellent written communication skills are required for state and federal reports press releases policies procedures & client /provider communication as necessary.
- Provide leadership and model professional behavior by setting work priorities communicating appropriately with patients and health care providers managing paperwork requirements and engaging in a team environment with coworkers.
