- Human Resources Leadership and Administration
- * Serves as the Human Resources Manager for Honolulu Community College and directs the full range of human resources (HR) functions.
- * Serves as the EEO Coordinator ADA Coordinator for Employees and Deputy Title IX Coordinator for Employees.
- * Areas of responsibility include but are not limited to recruitment selection classification & compensation employee relations labor relations staff development benefits administration workers compensation records management employment-based immigration and equal employment opportunity.
- * Advise as needed on the full range of HR areas of responsibility.
- * Participate in State University Community Colleges and campus discussions and/or meetings that affect personnel concerns.
- * Review reorganization proposals for classification and staffing impact. Provide advice and counsel to program managers; make recommendations on options available. Oversee the preparation and development of organizational charts and functional statements.
- * Oversee complaint and resolution processes manage grievances and conduct investigations in matters involving employees including but not limited to highly sensitive matters such as allegations of sexual harassment and/or discrimination based on any protected class; substandard work performance issues; workplace violence; interpersonal conflict; and contract violations.
- Human Resources Compliance and Policy Development
- * Administer and ensure compliance with State and federal laws and regulations Board and Executive policies administrative procedures and collective bargaining agreement provisions.
- * Develop and implement campus-wide policies procedures plans or related guidance for the full range of human resources (HR) functions. Ensure that the campus is appropriately informed.
- * Serve as campus liaison with Federal State and University EEO agencies. Respond to requests for information or assistance from EEO representatives who conduct investigations or audits. Prepare campus position statement in response to complaints.
- * Keep abreast of applicable court cases and Federal and State laws rules regulations and related guidance pertaining to the full range of human resources (HR) functions. Revise campus policies and procedures to ensure compliance. Advise campus personnel of changes.
- Recruitment Retention and Full Employee Lifecycle
- * Oversee all recruitment activities including requests to fill position vacancies position description review assisting with grant proposals relating to staffing requirements advertisements applicant pool review approvals for composition of screening committees interview criteria review interview questions approval and the selection process.
- * Provides guidance across the full employee lifecycle including position description development recruitment and retention onboarding performance management training and development employee relations and staff engagement.
- * Direct preparation of HR related materials and analyze relevant data including but not limited to campus position vacancy reports workforce statistics within job groups availability statistics and past years hiring patterns. Identify problem areas and develop goals and action-oriented programs to address problem areas.
- * Provide training and/or plan workshops for administrators faculty and staff in recruitment and selection; discrimination and sexual harassment prevention; and other areas relating to the full range of human resources (HR) functions as needed.
- Miscellaneous
- * Improve the efficiency of the HR processes.

Minimum Qualifications:
- Possession of a baccalaureate degree in Human Resources Management Personnel Administration Business Social Sciences Social Work Public Administration Law or related field and 5 year(s) of progressively responsible experience with responsibilities for human resources management complaint investigation/management labor relations labor law employment law and/or EEO administration; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
- Considerable working knowledge of principles practices and techniques in personnel administration and management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
- Demonstrated ability to operate a personal computer and apply word processing and spreadsheet software.
- If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
- Knowledge of the theories principles and practices of Equal Employment Opportunity.
Desirable Qualifications:
- Progressively responsible professional experience in human resources management in an institution of higher education where functions were multiple and varied or in an organization of similar size and complexity.
- Considerable working knowledge of HR related systems utilized by UH and HonCC such as PeopleSoft KFS HIPAY NEOGOV TAPS and UHs online leave system.
- Knowledge and understanding of UHs organizational structure as well as policies related to UH account codes and fiscal transactions.
- Considerable working knowledge of collective bargaining agreements and unions such as HGEA UHPA and UPW.
- Experience investigating grievances and complaints.
