Purpose of Job
The purpose of this job is to administer manage and coordinate the operations of the Stormwater Division. Duties and responsibilities include but are not limited to: planning designing scheduling reviewing and managing assigned Transportation and Public Works projects; preparing/approving division budgets; coordinating and supervising division personnel and activities; approving purchase requests; administering ordinances; and performing additional tasks as assigned.

Must work cooperatively with others.
When requirements include vehicle operation responsible for the safety readiness and operation of the vehicle and must abide by ACCs safe driving policy.Minimum Training & Experience Required to Perform Essential Job Functions
Bachelors degree in civil engineering environmental engineering or related discipline with five years of experience in public works administration and the planning design construction and maintenance of stormwater management systems or related experience required; or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this job.
Professional Engineer (PE) required.
Three years of supervisory experience is required.
Must possess a valid drivers license.
Certification as a Georgia Soil and Water Conservation Commission Level 1A required.
Essential Duties Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Plans directs supervises and evaluates assigned personnel; handles employee concerns; directs work assignments; completes employee performance appraisals; recommends disciplinary action when required.
Oversees day-to-day operations of Athens-Clarke County Stormwater Management Program elements and assigned staff including: land developments plans review permitting inspection right-of-way acceptance and record keeping stormwater education staff s utility & billing and inventory and inspection of stormwater infrastructure.
Administer and ensures regulatory compliance of the Countys NPDES Phase II MS4 permit including plan development documentation and annual reporting to GAEPD.
Develops recommendations for standards of stormwater land development best management practices and administers periodic updates of departmental technical standards in coordination with other Departments and Division Administrators.
Administers erosion control floodplain and stormwater ordinances and serve as the Point in Charge for Athens-Clarke County Unified Governments Local Issuing Authority.
Responds to citizen/commission requests and complains including development of agenda items presentations ordinance creation and/or modification and other correspondence as necessary.
Oversee the Stormwater Utility operations including audits adjustment requests credit applications and collections activities.
Direct the Countys Watershed Management Program elements during field activities water quality data analysis and watershed management plan development.
Conducts and/or reviews modeling planning and engineering studies in support of capital projects and land development plans reviews and provides technical support during plan reviews; prepares reports detailing findings and concluding recommendations; and reviews and verifies engineering calculations and analysis submitted by consultant engineers or internal engineering technicians.
Attends division and department meetings to project plan design assess funding and schedule projects.
Prepares reviews and approves studies plans and reports.
Prepares and submits the divisions annual budget.
Approves purchasing requests and payroll.
Prepares division project schedules.
Reviews and approves personnel actions.
Prepares project status reports and presentations.
Performs other related duties as required.
Knowledge Skills and Abilities
Knowledge of the principles practices and procedures of the Unified Government pf Athens-Clarke County and the operations and functions of the Transportation & Public Works Department.
Knowledge of management human resource management/personnel financial and civil engineering practices policies and procedures as necessary in the completion of daily responsibilities.
Knowledge of any changes in policy methods operations budgetary and equipment needs etc. as they pertain to departmental and human resource/personnel operations and activities.
Knowledge of all applicable laws ordinances policies standards and regulations pertaining to the specific duties and responsibilities of the job.
Knowledge of the use of computers for hydrologic and hydraulic analysis and various computer software programs relevant to the position.
Skill in organizational management and human relations.
